HomeMy WebLinkAbout09/18/07 MINUTES OF THE LAKE ADVISORY COMMITTEE September 18, 2007 CALL TO ORDER The Lake Advisory Committee (LAC) Meeting was called to order at 4:35 P.M. Members present: Dan O'Keefe (Chair) Harry Alcorn (Vice Chair), Char Jasan, Donna Mankowski, Jim Marchessault. I. Others present: Ross Bintner, Water Resources Engineer; Ken Hedberg, Council Liaison. Fred & Marla Oakley (4052 Grainwood Trail), Prior Lake residents. APPROVAL OF MINUTES Motion to approve prior meeting minutes, Alcorn, Mankowski - Pass (5:0) OLD BUSINESS A. Dock regulation Task Force i. Nomination of 2 LAC members. O'Keefe asked who else was on the committee. Bintner stated he was not certain, but 4 members would be chosen, two from the planning commission and two from the LAC. Hedberg added that there may be 1 council representative as well, and he believed it may be Warren Erickson. Mankowski nominated Alcorn and O'Keefe and Jasan seconded. - Pass (4:0) O'Keefe stated that the Task force members would report back to the LAC on progress. ii. LAC Guidance to task force members. O'Keefe asked if there was a timeline for the task force, Hedberg thought there was not. O'Keefe recognized two members of audience and invited them to speak. Fred Oakley introduced himself and asked how he and his wife could participate in the docks process. Oakley asked Hedberg what his position on the issue was. Hedberg speculated that in the past there was public involvement and that Oakley may have a chance to be involved at that level. Hedberg stated the City needs to be clearer that in the past, that the DNR guidelines were faulty and that a separate policy should be created to give residents better guidance. Hedberg also suggested a marina policy be created to handle that problem. 1 Oakley stated he lives in a town home association on grainwood trail and that his bay looks like a marina and that he is bothered that people with boats on the lake are not lake shore owners. Oakley believes that there should be more enforcement and the water patrol doesn't enforce much. Hedberg responded that there should be no ordinance in place that cannot be enforced, but much would be worked out in the task force. Oakley pressed for a timeline to the task force. Alcorn asked Oakley to expand on his concerns. Oakley stated dock length and beach erosion were other issues of concern . O'Keefe gave some history of the dock issue at the LAC. Oakley continued to press for action toward an ordinance. Mankowski added that the LAC has researched similar ordinances and has recommended in the past not to pursue and ordinance. Jasan asked for any photos the resident could share. OTHER BUSINESS STAFF UPDATE B. Webcam update: Bintner explained that the Webcam is now operational on the City of Prior Lake website. There is a 260 degree pan angle and a 3.5x zoom. The next steps are more publicity and getting on a maintenance schedule. Alcorn stated he received some feedback on the webcam from someone who was bed-bound and enjoyed checking on the lake online while not being able to in person. Mankowski asked if it was going to be used in the winter. Bintner stated there was a heating element in the camera and it was designed for operations down to somewhere around -20 degrees. NEW BUSINESS C. Future Meeting Ideas: i. DNR fisheries representative to discuss Prior and Spring lake fish populations and management efforts ii. Watershed, Scott Emergency Management or ACOE representative to discuss emergency flooding response on Prior and Spring. Hi. MPCA construction site inspector to discuss permit process for water quality friendly constructions site techniques. iv. Watershed design expert to talk about shoreline restoration and raingarden design and assistance programs. O'Keefe asked for ideas for future meeting ideas. Marchessault raised the issue of aquatic vegetation management and cited Minnetonka as an example. Other issues mentioned were 2 shoreline restoration, fisheries management, strategies to improve water quality on the lake, nonrecreation lakes and planning and development issues around them. Lake levels and watershed outlet channel and structure update, and lake access among others. ADJOURNMENT THE MEETING WAS ADJOURNED AT 5:40 P.M.
