SUBJECT: Joint Prior Lake, Savage, and School District Meeting
Attached for your information are notes taken by Les Sonnabend regarding our joint meeting
discussions. I thought Councilmembers might want to be apprised of the issues discussed.

Timino and plans for any future referendum/bond elections II
Savage mentioned that they are considering a possible bond election this fall to build a ... f"'\ll l~ 'f
community/recreation center with possibly an outdoor pool connected to it. The City of ~
Prior Lake said they weren't considering anything until the year 2003, when a satellite fire _ . , $' IVI/I}'/Ao::t
station is in their long-range capital plan. The Prior Lake - Savage Area Schools noted that
a bond issue to build new buildings was in their immediate future, perhaps as early as next _ ~
spring.

Locatino property for future school buildino sites
A general discussed ensued regarding sites for neighborhood elementary schools and the
need to locate a future secondary building site centrally located in our district to facilitate
transportation from all corners of our district. Savage has designated a possible school site
right off of County Road 27 where it intersects 154th Street. The City of Prior Lake has
information on a number of larger parcels that it considered when trying to locate park land
that they will make available to the school district for their knowledge.

Local city and township identity within the school district
This continues to be a concern and a hurdle to overcome in any building project that the
school district takes on. Citizens believe that each entity should have their own school
' district and buildings and they see no need why one municipality should build or help
build buildings in a different area. Further enlightenment is necessary.

Community schools and relationship to potential buildino sites
The school district is still of the philosophy that elementary schools should be built in
neighborhoods that can feed into them with a minimum of transportation. This is mitigated
by the fact that if a new secondary school is, built, that will free up one of the other
secondary buildings in the district for additional use. All this has to be weighed against
ascertaining the maximum number of students that the district will have before it stops
growing and to plan facilities and move accordingly so that the school district does not
overbuild.

. School district boundaries
The school district boundaries that exist will continue to exist and any swapping of land
between districts would be a very rare occasion indeed. With school districts on three
sides of the Prior Lake - Savage Area School District continuing to grow and the
Burnsville District attempting to shrink back into its stated capacities, there is little room to
use other districts' facilities at this time. Indeed if Burnsville had some additional room in
the future, it would be on the east side of their district, not adjacent to the Prior Lake -
Savage Area School District.
. Mechanics of the DARE Prooram
The difference in funding mechanisms between the two municipalities for the DARE
Program leads to some concern. Savage funds the DARE Program through a community
effort and Prior Lake funds the DARE Program through a non-profit (Rotary Club) and
the school district. The offer is made for Glendale to receive funds associated with the
Bike-A-Thon for their needs. The school district, for consistency, feels that the Bike-A-Thon
should involve students from all the elementary buildings in the district.
. Potential for Shared Facilities (Community Center. Athletic Facilities. Other Park &
Recreational Facilities)
The Prior Lake _ Savage Area School District is interested in co-locating some pieces of our
program that do not involve K-12 students. Community Services, Early Childhood Family
Education and other programs would be candidates for such co-location discussions. As
the district continues to grow and before new space is built, we will have a considerable
space crunch for these programs.
Additional meetings will be held this year to study growth in the Prior Lake - Savage Area
School District. We will be inviting the city planners from Savage and Prior Lake to join us in
those meetings along with county officials to help us put a handle on growth. In addition,
Dr. Sonnabend will begin an e-mail periodic update to keep both cities better apprised of events
that are of mutual concern.
