N. Saint Paul MN 55155-4344 RE: Schweich Homes Inc. Contractors License # 20484375 To whom it may concern: I would like to give you information concerning a construction project by Schweich Homes Inc. This project is a lower level finish on a single family detached home located at 15353 Eagles Ridge NW Prior Lake MN. The following events are in chronological order: . April 11, 2006 Permit application was brought in by Greg Schweich, signed by Mary Schweich and dated March 10, 2006. The permit was processed and issued the same day. . May 17, 2006 A rough in inspection was scheduled that included framing, mechanical, verification of electrical inspection and a visual plumbing inspection. I was met by the owner, performed the inspections. The list of corrections included, 1. Additional return air 2. Install nail plates. 3. Plumbing permit required. I also notice the final connection to the water supply had not been done and the work was not completed in a workmanship like manor. I called the contractor and left a message with the corrections. . July 25,2006: I was called to verify the corrections and to inspect the insulation. I was met by the owner and performed the inspections. I noted there still wasn't a plumbing permit. I asked the owner who did the plumbing. I was told Greg Schweich did the work. I was asked by the owner ifhe could sheet rock because he had trouble getting a company to schedule in his project. I told the owner it would be acceptable to sheet rock as long as the mechanical room side was left open for inspections of the plumbing system. I ask why he was scheduling the sheet rock. I was told that he was having trouble with the contractor not performing to expectations and the owner couldn't get the contractor to return. I called the contractor and left a message on the recorder. At that point I checked the status of Schweich Homes license and found it to be expired March 31, 2006 eleven days before the permit application was submitted to the City of Prior Lake for review. www.cityofpriorlake.com Phone 952.447.4230 / Fax 952.447.4245 16200 Eagle Creek Avenue SE Prior Lake, MN 55372-1714 . December 13, 2006: I was called for a final inspection. The project had been completed in an acceptable maner, except the plumbing permit had not yet been applied for. I was also told there was a negation between Schweich Homes and the owner to return some of the money paid to the contractor by the owner for plumbing. I informed the owner that ifhe wanted to take responsibility for all the plumbing, and do any work himself, the City of Prior Lake would issue a plumbing permit to him. . March 14,2007: The owner came to Prior Lake City hall and received a plumbing permit. At this the project has been completed. The owner informed me that an agreement was made with the contractor to close the contractor's responsibility and return a part of the deposit to the owner. Included in the agreement, the owner could not take any future legal action against the contractor. The City of Prior Lake staff, has a concern with the actions of Schweich Homes that they are in violation of State of Minnesota contractor licensing law. The City of Prior Lake would like the Department of Labor and Industry to investigate this matter and take any action as necessary.
