CONSIDER APPROVAL OF A RESOLUTION APPOINTING SPECIAL TV
ENGINEERING CONSULTANTS FOR 2008
Introduction
The purpose of this agenda is to request the City Council to appoint the City's
specialty engineering consultants for 2008.
Historv
On October 15, 2007 the City Council approved the Technical Consultant Pool.
Continuity is very important for specialty services such as Lift Station Design,
SCADA Support, Water System Analysis, Groundwater Engineering,
Construction Inspection, Wetland Services and Bridge Inspection. These
services require continuity from project to project to ensure quality services from
the City. For those reasons staff proposes to appoint specialty technical services
on an annual basis similar to City finance and administrative consultants.
These consultants are all selected from the pre-approved consultant pool.
Current Circumstances
Staff has reviewed the City's current specialty consultants and recommends the
following appointments:
Service
SCADA - City's Technical Control
System for wells, water towers and
booster stations
Lift Station - The City operates 38 lift
stations. These operations require
design services for repair and new
subdivision stations.
Water System Modeling - The City's
water system is modeled on computer.
Staff, with the consultant's assistance
utilizes this model to trouble shoot and
im rove s stem 0 erations.
Electrical Engineering - The City's
wells and lift stations operate using
complex electrical controls. Staff
utilizes a consultant to ensure proper
o eration.
Groundwater Engineering
(Hydrogeology) - The City's Wellhead
Protection Plan and Water Su I Plan
Consultant
Automatic Systems - Automatic
Systems was selected as part of the
Water Treatment Facility Contract and
is providing the City with our new
SCADA S stem as art of that ro'ect.
AE2S - AE2S has been the City's Lift
Station Consultant for several years
and has provided responsive, quality
and affordable service.
AE2S - AE2S has provided Water
Modeling Services to the City for the
last several years.
Barr - Barr purchased Kaeding which
has worked for the City on numerous
projects and is considered the industry
standard for electrical systems
consu/tin .
Barr - Barr is currently under contract
with the City for the Wellhead
Protection Ian. In addition to that work

are frequently updated based on new
geologic information. The City utilizes a
consultant to assist with technical
questions related to groundwater
en ineerin and lannin .
Development and Erosion Control
Inspection - All development projects
within the City are inspected by a
consultant on the City's behalf. The cost
for these services is paid by developers
throu h develo ment contracts.
Wetland Services The City
processes several wetland related
projects annually. The City receives
technical support and delineation
reviews from a consultant.
Water Tower Technical Services -
The maintenance and operation of the
City's water towers requires technical
su ort from a consultant.
Bridge Engineer - Annually the City of
Prior Lake must certify the Lords Street
and Jeffers Pond brid es.
they have assisted the City in updating
our Water Supply plan and provide
technical advice to the City on
groundwater operations.
WSB - WSB is currently providing this
service to the City. The City has the
option of providing alternates through
the Consultant Pool if requested by a
Developer.
WSB - WSB has provided a high level
of service and value in this specialty for
several years. Staff has worked with
several other consultants and believes
WSB provides the best service and
value to the Ci .
KLM - KLM has provided the City with
a high level of service and value on
Water Tower Technical Services for
several ears.
WSB - WSB has provided the City with
a high level of service and value on all
brid e related activities.
Staff recommends appointment of the above listed firms for a period of 1 year to
be reviewed and renewed annually by the City Council.
The listed services are considered important to assure dependable daily
operation of each of these systems. The majority of the services involve small
projects and daily contact at hourly rates paid for through the Professional
Services budget items in the appropriate departments. Continuity of service in
these areas is also critical to service delivery in the City of Prior Lake. For that
reason appointed consultants are appropriate for these services.
ISSUES:
FINANCIAL
IMPACT:
Appointing these consultants does not have a budgetary impact. The Council
will award separate professional service contracts for work not included in the
annual operating budget.
The alternatives are as follows:
1. Approve a resolution appointing the City's recommended Specialty
Engineering Services Consultants for 2008.
2. Deny this item for a specific reason and provide Staff with direction.
3. Table this item until some date in the future.

WHEREAS, It is critical to daily operations of the City to have technical consultants available to City
Staff; and
WHEREAS, It is in the best interest of the City to appoint consultants in certain specialties annually;
and
WHEREAS, City Staff recommends the following appointments for 2008:

NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The above listed consultants shall be appointed until December 31, 2008 for the listed specialty
engineering services.
3. Funding for these professional services will come from the approved departmental annual operating
budgets.
