CONSIDER APPROVAL OF A OLUTION APPROVING CHANGE ORDER #1 FOR THE FIRE STATION NO.2 CONSTRUCTION PROJECT. Introduction The purpose of this agenda item is to request Council adoption of the attached resolution approving change order #1 for the Fire Station NO.2 construction project. Historv In 2006 a referendum was adopted authorizing the construction of Fire Station NO.2. Bill Wolters, dba Constructive Ideas, was appointed owner's representative for the project. I & S Architects and Engineers was appointed architect for the project. Current Circumstances Construction of Fire Station NO.2 is proceeding on schedule despite considerably more cold and snow than was experienced last year. As the project has proceeded, the owner's representative has worked with the architect and the general contractor, Met-Con, to identify necessary changes to provide for a complete and fully usable building. Change order #1 (attached) includes 16 items which represent fine tuning of the project. Eleven items are additions and five are deductions. The two largest additions are "add cascade system to Self Contained Breathing Apparatus (SCBA) compressor with remote fill capability" (+ $7,275.50) and "extend 3- phase power from intersection of CSAH 21 and Fountain Hills Drive to site as required by Minnesota Valley Electrical Cooperative (MVEC)" (+ $9,877.00). The cascade system is used to fill firefighter breathing tanks. The firefighters gave I&S the request before the specifications were complete, but because of an oversight, it did not get into the specifications. Mr. Wolters believes it is best to have the same plumber do this work who installed the rest of the SCBA cascade system for accountability reasons. He also indicates we saved $1,000 over the original pre-bid quote for this work. The equipment within the station requires three phase power. Minnesota Valley Electric was asked to trench the three phase power to the parcel. Often this service will be provided at no charge, but because of the length of the trench (mid-block on CSAH 21) and the lack of long term estimated pay back, MVEC required that the City pay. ISSUES: Change orders represent the nitty gritty implementation of building plans through the construction process. In some cases, the plans do not contemplate the conditions on the site or an oversight occurs when plans are developed. This change order reflects changes in each category. The change order has been reviewed by the owner's representative and is recommended for City Council approval. FINANCIAL IMPACT: The Fire Station NO.2 project includes $140,000 if necessary for change orders. The project was bid $200,000 under the budgeted amount. According to Sill Wolters, he does anticipate another change order, but does not expect that it will exceed $20,000. Funds are therefore available in the building account to pay for this change order. ALTERNATIVES: 1. Approve the change order by resolution. 2. Defer action and request additional information. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Change order #1, dated January 4,2008, in the amount of $20,906.78 is hereby approved subject to the architect and contractor execution prior to the City. 3. That the amount of $20,906.78 is hereby allocated from account #420-70305-501 for this purpose. 4. The City Manager is authorized to execute this change order on the City's behalf.
