HomeMy WebLinkAbout9A - Brooksville Hills Project (#08-011) CITY COUNCIL AGENDA REPORT MEETING DATE: AGENDA #: PREPARED BY: FEBRUARY 4, 2008 9A LARRY POPPLER, ASSISTANT CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE BROOKSVILLE HILLS IMPROVEMENT PROJECT(CITY PROJECT #08- 011) AGENDA ITEM: DISCUSSION: Introduction The purpose of this agenda item is to approve the plans and specifications and authorize advertisement for bids for the Brooksville Hills Improvement Project. History On July 16, 2007, Council adopted Resolution 07-127 ordering the preparation of a Feasibility Report for those projects in the 2007 Capital Improvement Program (CIP) required to follow the Minnesota Statutes Chapter 429 process. The Minnesota Statutes Chapter 429 process is required because the City Council intends to use special assessments to pay a portion of the project. The roadways studied in the report include Brooks Circle, Fillmore Avenue, Franklin Trail, and Itasca Avenue. The 2008 Improvement Project is Phase One of a two phase improvement project. The recommendation of the Feasibility Report was to proceed with this project. On November 19, 2007, Council adopted Resolution 07-193 accepting the Feasibility Report and calling for a Public Hearing on December 17, 2007 for the 2008 Improvement Project. At the December 17, 2007 Public Hearing, four persons spoke regarding the project. Comments included concern regarding the pond construction, desire not to have sidewalks added to the project, and compliments on the rain garden program. In addition to the Public Hearing, the City has held two informational meetings to discuss the project. The last informational meeting was an open house held on January 9, 2008 and offered residents the opportunity to comment on the proposed plans. At the open house persons from 16 homes were represented. City Staff explained the proposed design and took down names for those that were interested in private driveway restoration. Since the open house, City Staff has been busy finalizing the design. Current Circumstances The project includes storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, and appurtenant work. The construction of this project is proposed to be funded through special assessments, a tax levy, and the Trunk Sewer and Water Fund. www.cityofpriorlake.com R:\Council\2008 Agenda Reports\02 04 08\BroPi\'8\lf~S~Sflitttl.lt!J~drrera9{~'52.44 7.4245 At this point the project design is complete and it is appropriate to seek City Council authority to advertise for bids. A copy of the plans is available in the Engineering Department for review. Once the bids are received, City Staff will present the bids to the City Council for award. If the bids received are higher than expected, the City Council can elect not to move forward with awarding a contract. ISSUES: Wellhead Protection Area This project is located within the City's Wellhead Protection Area. As a way to reduce groundwater impacts within the Wellhead Protection Area, this project includes a number of strategies. These strategies include reducing the street widths, constructing a pond in Cardinal Ridge Park, creating native plantings around the proposed pond, and a volunteer rain garden program. Reduced Street Widths As a way to decrease upfront costs, maintenance costs and reduce the amount of impervious surface, the proposed design includes reducing the street widths in the project area to 28 foot wide. Proposed Stormwater Pond As part of the reconstruction project, a stormwater pond is proposed to be constructed in Cardinal Ridge Park. The pond would provide stormwater treatment for both the Phase 1 and Phase 2 of the Brooksville Hills Reconstruction Project. Currently these neighborhoods do not have any ponding as the stormwater flows onto the Water Treatment Facility. The existing pond within the Cardinal Ridge Park was created to serve the stormwater needs of the Cardinal Ridge Development and is not sized to handle the Brooksville Hills neighborhoods. The proposed pond would provide treatment of stormwater prior to flowing into the Cardinal Ridge Park pond. The Master Park Plan does not include Cardinal Ridge Park for programmed events. A separate Neighborhood Meeting for properties adjacent to Cardinal Ridge Park was held on December 12, 2007. These property owners were afforded an opportunity to comment and provide feedback for the proposed storm water pond to be located on the west end of Cardinal Ridge Park. Since that meeting, City Staff has been in communication with interested parties regarding the design of the storm water pond. Changes to the pond were made based on resident input. Voluntary Rain Garden Proaram As an additional stormwater component for this project, City staff is proposing a volunteer rain garden program. While the proposed pond will help with water quality in the region, it cannot be sized to completely handle the stormwater for these neighborhoods. By implementing this program, stormwater can be intercepted by individual rain gardens, meaning less water would flow to the downstream ponds. Property owners could choose to participate in the program and thereby have a rain garden in the boulevard in front of their home. Once constructed, property owners must provide the maintenance for these gardens. At the time this report was prepared, eight property owners have signed up for the rain garden program. R:\Council\2008 Agenda Reports\02 04 08\Brooksville Hills acceptplans agenda report. doc Raw Water Line In addition to the reconstruction project, the project plans reflect a number of raw water lines that are proposed in this area. Once constructed these raw water lines will be able to bring fresh water from nearby wells to the new Water Treatment Facility. Funding for the raw water line improvements are coming from the Trunk Fund. FINANCIAL IMPACT: The table below shows the funding of this project. The numbers provided were prepared during the Feasibility Report. Assessments $397,461.00 Tax levv $596,184.00 Sewer & Water Fund $526,239.00 Water Quality Fund $117,435.00 Project Total Cost $1,637,319.00 The proposed assessment rate for the project is $6,973/unit. Once the bids are received this table can be updated with bid numbers. ALTERNATIVES: The alternatives are as follows: 1. Approve Resolution 08-XX approving plans and specifications and authorizing advertisement for bids for the Brooksville Hills Improvement Project #08-011. 2. Deny this item for a specific reason and provide staff with direction. 3. Defer this item until a future date. RECOMMENDED MOTION: A motion and a second to adopt a Resolution approving plans and specifications and authorizing advertisement for bids for the Brooksville Hills Improvement Project #08-011. Pursuant to Resolution 07-215, adopted on December 17, 2007, the City Engineer has prepared plans and specifications for the improvements on Brooksville Hills (Project #08- 011 ), NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. Such plans and specifications, a copy of which is attached hereto and incorporated by reference herein, are hereby approved. 3. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to the bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager at which time the bids will be publicly opened at City Hall at 4646 Dakota Street SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 4.
