HomeMy WebLinkAbout10A - Arcadia Ave/CR 21 & Main Ave Intersection Feasibility Studies MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: ISSUES: FEBRUARY 4, 2008 10A STEVE ALBRECHT, DIRECTOR OF PUBLIC WORKS CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING STAFF TO SOLICIT PROFESSIONAL SERVICES PROPOSALS FOR THE ARCADIA AVENUE/CR 21 AND MAIN AVENUEITH 13/CR44 INTERSECTION FEASIBLlTY STUDIES Introduction The purpose of this agenda item is for the City Council to authorize staff to solicit professional services proposals to complete feasibility studies for the Arcadia Avenue/CR 21 and Main Avenue intersection projects. Historv Scott County completed and the City of Prior Lake approved an intersection layout for the Arcadia Avenue and CR 21 intersection as part of the 2005 CR 21 Corridor Study. This study did not include detailed construction cost estimates or concepts for City Streetscape Amenities. In 2004 the City completed a layout for the intersection of Ridgemont Avenue/Main Avenue and TH 13. The plan was approved by MnDOT but did not include the CR 44 portion of the intersection. The plan also did not include any construction cost estimates or streetscape design as it will encroach on Lakefront Park and the Kop Farm. Current Circumstances On January ih City Staff presented a draft 10 Year Transportation Plan that included both of these projects. However in order to apply for County or State funding the City needs to complete feasibility studies for these projects. Without County and State funding the City would have to pay 100% of the costs which could potentially delay them. The studies will also provide detailed cost information that will make the City's 10 Year Transportation Plan and CIP more accurate with regards to needed funding and available resources. Staff proposes to solicit Request's for Proposals "RFP's" from the City's Transportation Engineering Pool. These proposals will also include Landscape Architectural Services as these intersection gateways to the downtown and streetscape elements will be a vital part of the design. Prior to the City obtaining funding for or planning for construction of these improvements feasibility studies need to be completed. Without cost share information the County will not consider these projects for inclusion in the County Transportation Implementation Plan. MNDOT will also not consider any Cooperative Agreement Funding without costs estimates for the MainlTH 13/CR44 project. These projects involve transportation and streetscape related improvements which are beyond the expertise of in-house engineering staff and are therefore suitable for completion by the City's Engineering Consultants. www.cityofpriorlake.com Phone 952.447.9800 / Fax 952.447.4245 FINANCIAL IMPACT: Both of these intersection improvements are needed due to growth and a demand for economic re-development in the downtown. For that reason EDA and Street Oversize funds are appropriate to fund the studies. ALTERNATIVES: The alternatives are as follows: 1. Adopt a resolution authorizing staff to solicit proposals for the Arcadia Avenue/CR 21 and Main AvenuelTH 13/CR 44 Intersection Feasibility Studies. 2. Table the Resolution for a specific reason. 3. Deny the Resolution. NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set forth above are incorporated herein. 2. City Staff is authorized to solicit proposals for the required professional services from the City's approved technical services pool. PASSED AND ADOPTED THIS 4th DAY OF FEBRUARY 2008.
