The Planning Department has reviewed the driveway permit application for the
property located at 6131 150th Street SE. It appears the applicants are requesting
to add a 41' by 29' parking area. We have the following comments:
1. The property is located within the Shoreland District. The addition of
impervious surface will require an impervious surface calculation worksheet.
Impervious surface o~ the lot may not exceed 30% of the lot area.
2. The new parking area must be paved as required by Section 1107.204 (5) of
the Zoning Ordinance (see attached).

Zoning Ordinance
Surfacing. .AlI driveways and all of the area intended to be utilized for parking
shall be surfaced with a minimum of 1 1/2" of bituminous paving on a suitable
base, or 6 inches of non-reinforced concrete or equivalent material approved by
trle City. Decorative concrete interlocking pavers may also be used in parking
lots.

In areas where parking spaces are used on an average of two or fewer days per
week, grass road pavers, Ritter rings or other such pavers may be used which
permit the growth of ground covers and the infiltration of surface water. Such
pervious paving material shall be approved by the City Engineer.
(6) Drainage. There shall be adequate drainage of the surface of the parking or
paved area to a public storm sewer or to other approved storm water facilities.
Plans for surfacing and drainage of all parking lots for 20 spaces or more or
pi3ved areas of -..6,000 square feet or more shall be approved by the City
Engineer.
(7) Lighting. All parking lots containing parking for 6 vehicles or more shall provide
an average horizontal illumination of between 0.4 and 1.0 foot candles. The
average horizontal illumination within all parking ramps shall be 1.0 foot candles.
All lighting shall comply with subsection 11 07.1800.
(8) Tlraffic Islands. Raised islands shall be provided at the end of any parking row
where it abuts vehicle . circulation lanes or driveways for traffic control. Raised

islands shall also be provided to separate pedestrian and vehicular traffic.

(9) Curbs. A 6-inch high, poured in place, concrete curb shall be provided around
the periphery of all parking lots for 6 cars or more unless it is demonstrated by a
drainage plan that a 6-inch curb will impede the planned overland drainage. In
that case other pavement edge treatment may be approved if it restricts vehicle
parking to the designated parking area, protects the pavement edge, and
protects vegetation. A 6-inch poured in place concrete curb or other pavement
edge treatment is required along all internal access roads. Curbs or other
means shall be provided to prevent parked vehicles from overhanging property
lines or damaging plant materials.
(10) L:mdscaping. Parking lot screening shall be provided on the perimeter of any
new parking lot.
a. Screening shall be provided using a combination of shrubs, coniferous
trees, fencing, berming, etc., to minimize the effect of headlights and reflected
1i9ht from bumpers, grills and headlights. Screening must attempt to address at
least 60% of the perimeter where views of the parking lot could originate.
b. Effectiveness of the screening shall be 80% opacity year-round.
c. Berming must achieve a 30-inch height to provide 80% opacity on 3-foot
hi'Qh screening. Berms cannot be used as the only method of screening. They
must be used in combination with other elements such as landscaping anq
fencing.

REQUIREMENTS
1. No work under this application is to be started until application is approved and the permit is Issued.
2. Where work on travelled roadway is necessary, traffic must be protected and flags, signs, safety cones and proper barricades must be
placed In accordance with safety procedures.
3. No foreign material such as dirt. gravel. or ,bituminous material shall be left or deposited on the road during the construction of driveway.
4. Road must be swept clean after work is completed.
5. Prior to placment of concrete or bituminous surfacing,the applicant shall notify the Engineering Deparment that the work has been
completed and Is ready for final inspection.
6. No chang'es or alterations in entrances may be made at any time'without written permission from the Engineering Departm~ o~
inspector. .
