Johnson 5018 43rd Avenue South Minneapolis, MN 55417 RE: Site Grading Dear Mr. Johnson, The City of Prior Lake has reviewed the hydraulic calculations and letter dated March 5, 2003 prepared by Pioneer Engineering. The proposed 15" pipe appears to be a favorable solution to the drainage issue. At this point to proceed with the construction of the 15" pipe, please provide engineering drawings showing the proposed improvement, area previously filled, erosion control / restoration plan, cross section of the eastern ditch, right of way, and construction details. The amount of material previously filled and grading limits are necessary to compute the grading fees. The invert elevations of the pipes and the cross section of the ditch are needed to show that it will drain properly. The right of way and property information is needed to show that the eastern ditch is indeed in the right of way and to provide reference to the project areas. It is my understanding that grading on his property has impacted the drainage of Welcome Avenue. Mr. Johnson requested a review of the hydrology along the south east comer of his property to determine if his actions have impacted his southemly neighbors drainage. No attempt was made to model the hydrology prior to the disturbance along Welcome Avenue. No determination as to the location of the disturbance relative to the Welcome Avenue Right of Way was made. I have visited the site and reviewed the topographical information provided by the City as well as a Certificate of Survey provided by Mr. Johnson. From this information a simple hydrological model was constructed to determine the effects of critical 100 year storm event. The site as it sits today drains along Welcome Avenue through a 4" HDPE draintile placed by Mr. Johnson. This creates a 3.0' deep pond along the south property line that takes approximately 20 hours to effectively drain, see attached calculations. This encroaches on the neighboring property as shown on the attached plan. Since the 4"pipe is prone to clogging fi.om debris it is anticipated that additional flooding could occur. To minimize the ponding on the neighboring property, a model with a 15"CMP underneath Welcome Avenue discharging to the ditch east of Welcome Avenue was proposed. This decreases the pond to 1.7' maximum depth and a duration of less than 1 hour as sbonmn the attached plan. The 15" pipe is the standard minimum size for City structures. To alleviate the present and furore flooding, I propose that a 15" culvert be designed to fit the easterly ditch profile of Welcome Avenue. From the topography provided by the City it appears that the ditch profile should be adequate with some slight modifications. An inspection of the property revealed apparent violations of the Prior Lake City Code. Specifically, the following violations: Ordinance Section 1104.402: Topographic Alterations/Grading And Filling: (3) A grading and filling permit will be required for: b. The Movement of more than 50 cubic yards of material outside of steep slopes and shore and bluff impact zones. Ordinance Section 1104.403: Placement And Design Of Roads, Driveways And Parking Areas: (1) Documentation shall be provided by a qualified individual that all roads and parking areas are designed and constructed to minimize and control erosion to public waters (reads in part). o Ordinance Section 1104.306: Impervious Surface Coverage: (2) an existing site being altered, remodeled or expanded which expands the existing impervious surface coverage may be allowed where necessary, provided the site conforms to the Prior Lake Storm Water Management Plan, and is approved by the City Engineer (reads in part).
