HomeMy WebLinkAbout11/12/91 MINUTES OF THE LAKE ADVISORY COMMITTEE November 12, 1991 The Lake Advisory Committee Tuesday, November 12, 1991 Dave Moran, Bill Packer, Dave Wingard. Members absent: staff present: City Manager meeting was called to order on at 6:30 p.m. Members present were: Vinlove, Tom Watkins and John Peter Patchin and Jody Stroh. City David Unmacht. MOTION BY MORAN, SECONDED BY PACKER TO APPROVE THE OCTOBER 15, 1991 MINUTES. Motion carried unanimously. Bill Packer indicated that he would be out of town during the regularly scheduled meeting of December 10, 1991. The first order of business was to discuss the Eurasian Milfoil Action Plan. City Manager Unmacht reported that the Plan was adopted by the city Council at the October 21, 1991 Council Meeting. Discussion occurred on the Minnesota House Mini-session scheduled for October 29 on Eurasian Milfoil. The City would be represented by Jerry Meysembourg and Dave Unmacht. Extensive discussion occurred on the importance of an ordinance which would regulate boating traffic in Eurasian Milfoil infested areas. Discussion occurred on the County's role in enforcing this ordinance and the importance of monitoring ALL lakes in Scott County. Discussion occurred on the implications of the ordinance and the importance of enforcement. General consensus of the Committee was to invite County commissioner, Dick Underferth, and Sheriff, Bill Nevin, to attend a future meeting to discuss the County's role in the review, adoption and implementation of an ordinance. Extensive discussion occurred on the importance of educating the public on the Eurasian Milfoil problem. Discussion occurred on signage at lake accesses and the DNR's restrictive requirements. General consensus of the Committee was to direct Dave Moran to put together proposed language for local signs. Tom Watkins agreed to talk to the Lake Association to seek their ~articipation in the signin~ pro~ram. Discussion occurred on 1deal locations for post1ng s1gns which may include private launching areas, public access points and county-wide lakes. The Committee Priorities for presentation only have been categorized based on the alphabet. No ranking should be inferred from the Priorities A thru M. The Committee will determine a priority at a future date. PRIORITY A Establish an aggressive policy of water retention (up stream) ponding. A study should be conducted to determine adverse impacts associated with high water such as erosion, sewer line impact including inflow and infiltration and flood proofing for structures in the flood plain. Incorporated in the study should be an analfsis of the importance of protecting basins that serve deslltation purposes. Committee should initiate action on this b~ meeting with the County and Watershed District offlcials to ascertain their interest in pursuing the study and policy. PRIORITY B Committee will prepare a Comprehensive Lake Level Management plan. This Plan will review the outlet operation management policy and study the lake elevation history. Committee should begin activities to implement this priority by review of the 1987 Outlet Management Policf and discuss the priority with the Watershed Distrlct. PRIORITY C Define and reduce non-point source pollution into local waterbodies. Activities to begin this would include: review of the existing laws, a discussion with City Planner, Horst Graser, and meetings with the Metropolitan Council and Metropolitan Waste Control Commission officials to determine their work on this priority. ---..--------,r..-----...... --- .....M-... Dave Unmacht City of Prior Lake 4629 Dakota st SE Prior Lake, MN 55372 Dear Dave, With regards to the Lake Review Committee, I have talked to Jim at the Prior Lake American about the series of articles we discussed last week. He is receptive to running a series of articles but does seem skeptical. I think his concern is that the articles should be amusing to the reader. As I stated to Jim and our LAC members we would only provide the raw data and allow him to develop the article. Here again he mentioned that he would consider it after he and his staff had the opportunity to review the information we presented to them. This leads me to think he is receptive, but maybe he would like us to write the article then submit it, thus allowing him the choice to edit it if he deems it necessary. ~];;Yf flL- William E.
