II. Update On Eurasian Watermilfoil Activities. Much
activity has occurred since the May 19 meeting on
eurasian milfoil. Most of the news has not been
positive. Committee members and staff will update
you on milfoil activities since the May 19 meeting.
The DNR has conducted aerial photography (infra-red
process) over prior lake and other lakes to
ascertain the severit~ of the mil foil problem.
Information and deta1ls discovered from the
pictures taken during the fly-over will be
discussed at the meeting.
III Discussion with Bill Dilks, Staff Coordinator,
Watershed District. Enclosed is a copy of a letter
staff mailed to Bill on May 29 inviting him to the
meeting. As of this writing his attendance has not
been confirmed, but in discussions with Dilks, he
was excited about the opportunity to meet with the
Lake Advisory Committee. I have forwarded a copy
of the LAC re~ort to him and expect to confirm his
attendance th1s week.
IV. Discussion On storm Water utility Fee Concept. At
the last meeting the Committee discussed the
concept of a storm water utility fee. Enclosed is
a cop~ of information from the City of Eagan. In
addit10n, staff will present further details on the
concept on the meeting. Discussion of this concept
occurred as a result of our consideration of a
Water Resource Staff position and Lake Advisory
Committee staff position. I will be in contact
with John Wingard to discuss the possibility of
having the Water Resources Coordinator for the City
of Eagan to attend this meeting or a future
meeting.

SUBJECT: Lake Minnetonka Milfoil Control Organization

The organization responsible for mil foil control on Minnetonka is
called "Lake Minnetonka Conservation District".
This governmental organization is authorized by the State
Legislature. Each of the 14 municipalities has a representative
on the 14 person board. Their general areas of responsibility
appears to be similar to our own group. They were handed the
milfoil problem when it came up a couple of years ago. They have
no levy authority of their own. Their budget is funded by
contributions from each of the 14 lake municipalities - generally
$10,000 to $20,000 per year per city.
The present milfoil harvesting system has primarily been funded
thru private donations. (Irwin Jacobs, owner of two largest
marinas on the lake - donated $500,000 for cutting equipment - 4
cutter rigs.)
A fifth cutter rig operates on the lake most of the time - but is
owned by Hennepin County Park District. The Park District
contributes employee time to the mil foil problem on Minnetonka to
the extent of about $40,000 to $50,000 per year value.
Their attorney (Jeff Brauchli - Oppenheimer Law Firm) reports that
Minnetonka and the Park District have tried a variety of chemical
applications on both Minnetonka and smaller lakes (Independence)
with mixed results, They haven't yet found anyone treatment that
is completely reliable.
The Park District water quality specialist - who is now spending
practically all his time on milfoil can give us a run down on the
effectiveness of various treatment programs -

Brauchli advised that most of DNR funds are being committed to
prevent spread of milfoil to resort areas north of the Twin Cities
- with the Twin cities lakes themselves being regarded as a lost
cause.
Brauchli further stated "Don't wait for the DNR to help you
financially - if they ever do - it will be too late".

Tom, at your request I further looked into the possibility of
property value reductions on Minnetonka. As I previously told
you, my firm has an assignment to find if such a value decline
exists. The market data we presently have is inconclusive as to
value impact by milfoil. I have checked with property Tax
Assessor's on Minnetonka and have found that there are presently
no programs of property value reductions, because of milfoil.
Rumors that property tax values were being reduced because of
milfoil proved to be unfounded.
