APPROVE MINUTES OF THE JULY 19, 1995 MEETING III. SURFACE WATER USE DISCUSSION Discuss with Dave Wagner of the Scott County Sheriff s Department issues related to boating safety and enforcement of the surface water ordinance. ACTION REQUIRED: NONE NECESSARY. IV. DISCUSS THE LONG TERM STRATEGIC POLICY FOR MANAGING EURASIAN MILFOIL The Long Term Strategic Policy For Managing Eurasian Milfoil prepared in the Spring of 1995 had in it a funding mechanism for future treatment. There was a three way cost sharing between the City, $2,500 to $5,000; Watershed, $2,500 to $5,000 and the DNR, amount would vary yearly. The watershed has chosen not to budget specifically for treatment in 1996, since they still have approximately $25,000 left over from their original assessment which will last about two more years. The question at hand is this: Does the LAC want to commit funds on a yearly basis, starting in 1996, that will go toward future treatment of milfoil? If so, Council needs to be approached about this matter to get their approval. ACTION REQUIRED: MOTION TO COMMIT OR DENY FUNDS ON A YEARLY BASIS STARTING IN 1996 FROM THE STORM WATER UTILITY BUDGET FOR THE TREATMENT OF EURASIAN MILFOIL. V. DISCUSS THE NEXT PUBLIC ACCESS INFORMATIONAL MEETING The City Council accepted Staffs' recommendations of vacating Quaker Trail (Fairbanks Trail) and Pine Road. The next public access informational meeting is tentatively scheduled for Monday, September 18, 1995. The accesses to be discussed are Shady Beach 2nd, vacate; and Watersedge Trail, remain as is. ACTION REQUIRED: NONE NECESSARY. VI. STORM SEWER INLET INVENTORY Schedule a new time and date to do the inlet inventory in August or September. ACTION REQUIRED: DETERMINE A TIME AND DATE TO INVENTORY INLETS TO PRIOR LAKE. VII. PROPOSED WATER QUALITY PROJECTS The following are proposed projects that would be wholly or partially funded from the storm water utility budget: 1) Water quality pond by Bluff Heights Trail and Franklin Trail. 2) Water quality pond off of Pike Lake Trail on Vierling's property. ACTION REQUIRED: NONE NECESSARY. VIII. NEW BUSINESS IX. ADJOURN HELPFUL HINTS FROM STORMIE! )Y/ ,,(I' nil' \V'( )\((n(( Nr Stonnie says that "Prior Lake is the City's most valuable natum] resource", and proper lawn care techniqnes can help to improve it's water quality. Grass clippings, leaves, and other wastes add nutrients to lakes and rivers. Nutrients promote plant and algae growth, making Water "green." AdditiOnally, when the plants die and decompose they use up oxygen that fish need. Yard wastes also clog storm drains, making them ineffective and causing localized flooding. Proper disposal of leaf and lawn waste is a simple and effective way to improve water quality. Small efforts by citizens can control sources of debris and phosphorus loadings. Past studies show increased levels of phosphorus in Stormwater during the fall. This increase results from falling leaves, grass clippings, and other debris that end up in the curb and gutter. A simple way of preventing debris from entering the storm sewer system is to blow Clippings away from streets and drivewayS as you mow your lawn. Leaves and grass clippings should also be swept off of curbs, sidewalks, driveways, and stonn sewer openings. --.....--.--......-.--...-..----
