I. CONVENE
n. APPROVE MINUTES OF THE AUGUST 16, 1995 MEETING
nI. MANAGEMENT OF EURASIAN MILFOIL
Breitbach has contacted Steve McComas of Blue Water Science about attending an LAC
meeting to talk to the committee about his experience in managing eurasian milfoil.
Steve has worked with other communities in the metro area, including Minnetonka. The
cost for this speaking engagement would be $100.00, which could be paid for out ofthe
stormwater utility budget.
ACTION REQUIRED: ACCEPT OR DENY THE SUGGESTION TO INVITE
MR. McCOMAS TO THE NEXT LAC MEETING. IF ACCEPTED, A MOTION
SHOULD BE PASSED.
IV. WETLAND MANAGEMENT PLAN
Discuss the proposed ideas for the wetland management plan.
ACTION REQUIRED: PROVIDE CONSTRUCTIVE CRITICISM FOR TillS
PORTION OF THE SURFACE WATER MANAGEMENT PLAN.
V. DISCUSS THE NEXT PUBLIC ACCESS INFORMATIONAL MEETING
The next public access informational meeting has been rescheduled for October 2, 1995.
The accesses to be discussed are: Shady Beach Trail, Watersedge Trail and Cove
Avenue.
ACTION REQUIRED: NONE NECESSARY.
VI. STORM SEWER INLET INVENTORY
The storm sewer inlet inventory has been scheduled for September 28th at 3:00 pm.
ACTION REQUIRED: NONE NECESSARY.

treated milfoil areas. There was much discussion about the amount of chemical
treatment allowed by DNR and that desired for the lake by the members. The committee
decided that additional research needs to be done concerning milfoil management; what
works and what other types of treatment can be performed. Breitbach agreed to invite
Steve McComas, of Blue Water Science, to the next LAC meeting to discuss eurasian
milfoil management issues. Leichty will contact other cities in the metro area to see
what management strategies they are using.
The committee then discussed the future funding of milfoil treatment and where the
funding would come from. It was agreed upon that funds needed to be put away now
before the watershed's budget was depleted. Viewing the lake of Prior Lake as a park,
which benefits the community as a whole, it was concluded that all citizens of Prior Lake
should contribute to this problem. Since only those residents which are connected to City
utilities contribute to the storm water utility fund, it was determined that the funding
should come through general property taxes.
MOTION BY PACKER, SECONDED BY LARSON TO SET ASIDE FUNDS ON A
YEARLY BASIS TO TREAT EURASIAN MILFOIL. THESE FUNDS WOULD BE
USED TO SUPPLEMENT CONTRIBUTIONS FROM THE WATERSHED AND
THE DNR. THESE FUNDS SHOULD BE GENERATED FROM GENERAL
PROPERTY TAX REVENUES, SO THAT ALL PRIOR LAKE RESIDENTS
CONTRIBUTE TO THIS EFFORT. MOTION PASSED UNANIMOUSLY.
V. DISCUSSION OF THE PUBLIC ACCESS INFORMATIONAL MEETING:
Leichty mentioned that at the September 18th council meeting following public accesses
will be discussed: Shady Beach 2nd Addition, Watersedge TraiVGlendale Avenue and
Cove Avenue.
VI. STORM SEWER INLET INVENTORY: The rescheduled date for the inventory
inspection is to take place September 28 at 3:00 p.m. leaving from Prior Lake City Hall.
VII. ADJOURNMENT:
