MINUTES OF THE LAKE ADVISORY COMMITTEE
December 10, 1991
The Lake Advisory Committee meeting was called to order on
Tuesday, December 10, 1991 at 6:30 p.m. Members present were:
Peter Patchin, Jody stroh, Dave Moran and Jon Wingard. Members
absent were: BII Packer, Dave Vinlove, and Tom Watkins. City
staff present was: City Manager David Unmacht.
Motion by Patchin, Second by Wingard to approve the November 12,
1991 minutes. Motion carried unanimously.
City Manager Unmacht recognized guests present at the meeting:
Jerry Meysembourg, from the Prior Lake/Spring Lake Watershed
District, and Dick Underferth, Scott County Commissioner.
A short discussion occurred on the Minnesota House
Report. General consensus of the Committee was to
Kelso and Terry Johnston to a future meeting to
importance of Eurasian Milfoil legislation in 1992.
Peter Patchin led a short discussion on the history of Scott
County Ordinance 9. Discussion occurred on details of the
Ordinance, the DNR's role in reviewing local water ordinances and
possible future actions with respect to the Ordinance.

City Manager Unmacht distributed a draft of the Eurasian Milfoil
Ordinance and led a discussion on the processing of the
Ordinance. Extensive dialogue occurred by the Committee on the
Ordinance details, implementation and enforcement. General
consensus of the committee was to support the Ordinance and
direct City Manager Unmacht to develop a revised draft based on
their input. Unmacht was also directed to update the DNR on the
Ordinance and to review the ordinance processing with the County
Attorney and Sheriff's department.
Dave Moran presented language for the Eurasian Milfoil and Zebra
Mussel signs. The purpose of erecting the signs are to prevent
the unintentional spread of Eurasian Milfoil and the Zebra Mussel
in Prior Lake. General consensus of the Committee was that the
proposed wording was acceptable. Future details as to funding,
location of signs and implementation of a sign plan will occur at
the next meeting.
Dave Moran presented information on the Zebra Mussel. The Zebra
Mussel is similar to a barnacle in that it clings to hard
surfaces in the water. Moran distributed handouts received from
the DNR. After discussion, Moran indicated that the Zebra Mussel
and Eurasian Milfoil management control plan being developed by
the DNR will be available sometime in mid-1992.

Discussion occurred on the Committee priorities and work program.
General consensus of the Committee was to have individual members
further prioritize the second draft of the Committee work
activities. These priorities will serve as a basis for
discussion at the next meeting.
The meeting adjourned at 8:27 p.m.
The next meeting of the Lake Advisory Committee will be Tuesday,
January 14, 1992 at 6:30 p.m.

ACTION PLAN
Program Designed to Manage Eurasian
MDfoll Infestation In Prior Lake
The introduction of Eurasian Mi/foi! into the waters of Prior Lake is a very serious problem. It
has the potential to destroy the recreational value of the lake, reduce the value of property
and negatively impact the water quality. The unknown impact on the property tax base and
recreational use of the lake makes the milfoil problem one of the most serious problems the
lake has faced to date.
The intent of this Action Plan is to present a coordinated and aggressive campaign incorpo-
rating activities of the citizens and affected jurisdictions within the community of Prior Lake.
A well managed and cohesive plan involving all members of the community can minimize the
potential impact of the Eurasian Mi/foil infestation. Lake Minnetonka serves as an example of
what can happen if an organized strategy is not in place to manage Eurasian Mi/foil at an
early stage. Fortunately, for Prior Lake, a positive example of Eurasian Mi/foi! management can
be studied in Bald Eagle Lake north of the Twin Cities.
The first confirmed DNR sighting of Eurasian Mi/foil occurred in the summer of 1991. The DNR
(acting in concert with local lake officials and the Watershed District) treated the initial sightings
with chemicals (2-4 D compound). The City of Prior Lake, the Watershed District and the DNR
agreed to fund the lake treatments on an equal share basis in 1991. (Estimated number of
acres treated: 33; estimated 1991 overall treatment costs $6000 - $7500.) It is a fact that a
well planned strategy to address Eurasian Mi/foilon Prior Lake for the 1992 growing season
(April through September) is essential to a successful early identification, education and treat-
ment program.
The essence of the 1992 Action Plan describes the responsibilities and functions of the com-
munity and its public and private organizations. The various actions to manage Eurasian Mi/foil
include searching, confirmed sightings, management and treatment, marking infested areas,
public information and education and coordinated inspections. This aggressive plan will cer-
tainly require a combined effort from all sections of our community.

ACTION PIAN
1. Search/lnspectlon/Treatment
This effort will be coordinated by the Prior Lake/Spring Lake Watershed District office
(PLjSLWD). The goal will be to search the entire 21 mUes of lakeshore bi-weekly from April
until October. A Search Coordinator will be identified and will function through the Watershed
District office. A map will be maintained by the Search Coordinator with specific assignments,
reports and sightings individually recorded.
Searching and Inspections will be carried out by volunteer "Eurasian MilfoU Specialists". These
specialists will be managed by the Search Coordinator and will include volunteers organized by
the Lake Association, individual home owners and any other interested citizens. A launch ramp
inspection program will be undertaken and managed by the Search Coordinator. Periodic in-
spections of boats and trailers at public accesses will be carried out by the Eurasian MilfoU
Specialists through the efforts of volunteers and other interested citizens.
When the Eurasian Milfoil plant is identified in a cenain area, the Search Coordinator will be
dispatched to confirm the sighting. Upon confinnation, the Coordinator will immediately mark
the area with buoys. The DNR, in conjunction with the Search Coordinator, will make decisions
on treatment and proceed accordingly. Following the initial treatment, the area wiD remain
marked with the buoys, and regular inspections conducted. The Search Coordinator will make
monthly reports to the participating jurisdictions on the activities, expenses and actions taken
in the work to combat the spread of the plant.
2. Public Information and Education Program
The Public Infonnation and Education Program wiD be coordinated by the City of Prior Lake.
Signs will be posted adjacent to the public launch ramps on City property. (The DNR does not
allow non-DNR, individual or City signs at their launch facilities.) The owners of private launch
ramps will be asked by the Search Coordinator to assist in the education effort by providing
signs at their own expense. Signs will alert lake users to the perils of the plant, and to ask them
to avoid Eurasian Milfoil infested areas marked by buoys.
The City of Prior Lake will be responsible for coordinating newspaper articles and informational
activities with the Prior Lake American. Notices and advertisements shall be placed and used
during the peak lake use season. One annual mailing to aU lakeshore residents informing them
of the Eurasian MUCoU Action Plan will be conducted. Informational flyers will be prepared and
distributed to local businesses and service organizations. A speaker's bureau will be maintained
for informational discussions with various groups and meetings.
The City of Prior Lake will consider the adoption of a lake use ordinance which will prohibit
boats from entering an Eurasian MilfoU infested area. The Lake Advisory Committee will be asked
to review and make a recommendation on the Ordinance and study Eurasian Milfoil issues.

3. Overview
The foDowing describes each entity involved in the Eurasian MilCoU Action Plan and their
appropriate responsibility.
Department of Natural Resources (DNR): Overall supervision of the
Eurasian MilColl Program to insure effective and environmentally sound treatment
procedures are followed. The DNR staff will be used as a technical source for
information, education and management. Eurasian MUfoU treatment will be the
key DNR responsibility. The Action Plan will include the DNR's participation in
one-third of the antidpated treatment costs.
Prior LakejSprina Lake Watershed District (PLjSLWD): The District
will be responsible for the Search and Inspection program and assist In the treat-
ment phase of the plan. The Search Coordinator and Eurasian MilCoU Specialists
will be selected by the PL/SLWD. The PL/SLWD will fund one-third of the an-
ticipated treatment costs.
City of Prior Lake: Responsible for the public Information and education pro-
gram. The City will consider providing supporting ordinances and Information in
an effort to educate the citizens and lake users. The City will fund one-third of
the anticipated treatment costs.
Prior Lake Association: Provide trained Search and Inspection teams to sup-
port the Search Coordinator and Eurasian MiIColl Specialists and assist with the
public Information program as requested.
Sprine Lake Association: Provide trained Search and Inspection teams to
support the Search Coordinator and Eurasian MilCoU Specialists and assist with
the public Information program as requested.
Prior Lake Water Ski Club/Yacht Club: Provide trained Search and In-
spection teams to support the Search Coordinator and Eurasian MilCoU Specialists
and assist with the public Information program as requested.

Dear Gentlemen:
Enclosed with this letter is the first draft of the city of Prior
Lake Eurasian watermilfoil Ordinance 92-01. The Ordinance was
developed, based on a draft submitted by City Attorney Glenn
Kessel, and reviewed and revised by the Lake Advisory Committee.
This draft will serve as a basis for discussion and possible
action at the next Lake Advisory Committee meeting scheduled for
January 14, 1992.
Because of ~our involvement in either the adoption or enforcement
of this Ord1nance it is important that the Committee have your
comments before our next discussion. Please review the draft
Ordinance carefully. We are interested in receiving your
comments on both the concept and lan~uage of the draft. We are
also interested in securing your posit1on on the procedures for
processing this Ordinance. It is anticipated that the
enforcement of this Ordinance will occur by the Scott County
Water Patrol. With that in mind, I am seeking direction on
