The review is based upon the supposition that the data on which the design is based are conect, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the project designer. Approval is contingent upan satisfactory disposition of any requirements included in this report. Special care should be taken to insure that the material and installation of the plumbing system are in accordance with the provisions of the Minnesota Ptumbing Code. A copy of the approved plans and specifications should be retained at the project location for fnture reference. A set of the identified plans and specifications is being returned to D& D Mechanical. INSPECTIONS: All plumbing installations mu,st be tested and inspected in accordance with the requirements of the Minnesota Pluxnbing Code. As specified in Minnesota Rules, part 4715.2830, no plumbing work may be covered prior to completing the required tests and inspections. Provisions must be made for applying an air test at the time of the roughing-in inspection as outlined in Minnesota Rules, part 4715.2820, subpart 2, of the code. A manometer test, as specified in Minnesota Rules, part 4715.2820, subpart 3, is required at the time of the finished plumbing inspection. It is the responsibility of the contractor/installer to �otify the Minnesota Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an area where there is no local administrative authority is ready for an inspection and test. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules, part 4715.0320). 2. Changes in direction in drainage piping must be m�de by appropriate use of wyes and bends. Sanitary tees are not allowed where the direction of flow changes from either vertical to horizontal or horizontal to horizontal (see Minnesota Rules, part 4715.2410). 3. A cleanout must be provided at or near the base of each stack (see Minnesota Rules, part 4715.1000). 4. Each horizontal branch drain pipe shal] be provided with a cleanout at its upper terminal, except that a fixture trap or a fixture with an integral trap, readily removable without disturbing concealed piping, may be accepted as a cleanout equivalent for this purpose (see Minnesota Rules, part 4715.1000). The flammable waste interceptor shall be constructed in accordance with the Minnesota Plumbing Code, Minnesota Rules, part 4715.1120. The interceptor shall include: a. A minimum holding capacity of 35 cubic feet. b. At least 3 feet of depth below the invert of the discharge pipe. c. A water seal of not less than 3 inches on the inlet and not less than 18 inches on the outlet. d. The interceptor shall be located so it is readily accessible for service and maintenance. 6. Showers or combination showers-baths shall be equipped with antiscald-type control valves. These valves must be of the thermostatic or pressure balance type in accordance with ANSUASSE Standard 1016-96 (see Minnesota Rules, part 4715.1380, subpart 5}. - 7. Water closets in public bathrooms must have open-front seats. 8. In all buildings other than dwellings, shutoff valves shall be insta�led which permit the water supply to all equipment in each separate room or to each individual fixture to be shut off without interference with the water supply to any other room or portion of the building (see Mir►nesota Rules, part 4715.1800, subpart 6). 9. A full-way valve must be provided On the discharge side of the water meter (see MinnESOta Rules, part 4715.1800). 10. The plans show a combination fire protection/domestic water service within the property lines. The combination fire protection/domestic water service shall comply with the backflow protection rec}uirements of AWWA-M14, Chapter 6(1990) with the exception that the following statement is deleted from section 6.3: "At any time where the fire sprinkler piping is not an acceptable potable water system marterial, there shall be a backflow-prevention assembly isolating the fire sprinkler system from the potable water system." 11. The plans show that sanitary man�iole MH 101 is located within ten feet of the water service. The water service line must be installed at least 10 feet horizontally from any manhole, catchbasin, or any other potential source of contamination (see Minnesota Rules, par� �'t7? 5.1710, subpazt 3). This isolation c�istance must be measured from the outer edge of the pipe and the outer edge of the contamination source. 12. The copper pipe material to be used for the water service must meet ASTM Standard B88 and must be Type K soft temper or Type L soft temper (see Minnesota Rules, part 4715.0510). 13. Verify that the ducrile iron water service pipe complies with ANSI Standard A 21.15 or A 21.51 (see Minnesota Rules, part 4715.4510). 14. The PVC plastic pipe material to be used for the building sewer must meet one of the fallowing ASTM Standards: D3034, F789, D2665, or F$91. The installation must comply with ASTM Standard D2321 (see Minnesota Rules, part 4715.Q530). 15. Verify that the PVC plastic pipe used for the storrn water drainage outside of the building complies with Minnesota Rules, part 4715.0540. Verify that the installation of the chlorinated polyvinyl chloride (CPVC) pipe is in accordance with International Association of Plumbing and Mechanical Officials (IAPMO) Installation Standards 20-98 (see Minnesota Rules, part 4715.0520). 17. The installation of cross-link polyethylene (PEX) tubing was speci�ed for the water distribution system. If all of the following requirements cannot be met, a different material that complies with Minnesota Rules, part 4715.0520 must be used: a. The fittings must comply with ASTM Standard F1807 or F1960. b. The system must be installed by an individual trained by the manufacturer of the particular PEX system to be installed. Certain manufacturers require installation by licensed plumbers who have been trained to install their material. c. All persons installing PEX materials shall have a card on their possession documenting completion of training by the manufacturer or his agent for the material to be installed. d. The tubing and fittings must be marked as required by tl�e applicable standard specification and with the appropriate ASTM designations by the manufacturer. e. The installation must be in accordance with the manufacturer's installation guidelines. 18. All solder and flux used for the potable water distribution systems shall contain less than 0.2 percent lead. Use of 50-50 solder or flux containing more than 0.2 percent lead is prohibited in potable water distribution systems. Any solder other than 95-5 tin-antimony or 96-4 tin-silver must be specifically approved by the administrative authority prior to use (see Minnesota Statutes, Section 326.371). Joints to be soldered must be properly fluxed with noncorrosive paste-type flux complying with ASTM Standard B813-00. 19. Verify that the cast iron pipe used for the drainage, waste, and vent piping complies with CISPI Standard 301-69T (see Minnesota Rules, part 4715.0570 through part 4715.0600). 20. Plastic pipe must be installed in accordance with Minnesota Rules, part 47I5.0580(F) and part 4715.0600. Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length. Above- grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an approved expansion joint is used. 21. All portions of the storm sewer system located within 10 feet of the building or water service line must be tested in accordance with Minnesota Rules, part 4715.2820. 22. T'he plumbing system shall be tested in accordance with Minnesota Rules, part 4715.2820. NOTE(S): 1. The scope of this project consists of the new construction of a warehouse/fabrication facility. The plumbing includes two restrooms, one bathroom, one mop sink, and five dry pan drains. The dry pan drains discharge to a flammable waste interceptor. 2. The following comments outline the changes and/or additional information that must be submitted so that we can further evaluate the plans and specifications for compliance with the standards of this department: 1. The utility plan that was submitted indicated that it was a preliminary plan and not to be used for construction. In addition, hand drawn revisions were made on the CAD drawing. Provide a revised utility plan that will be used for construction. Since the location of the project is within a city of population greater than 5,000, the plans must be signed by the registered engineer that designed the drawing. Hand drawn revisions on a CAD drawing will not be accepted. 2. Revise the waste and vent riser diagram to show that the sanitary branch serving the mop sink, the shower, and the 2-inch floor drain is at least 2%z inches in size (see Minnesota Rules, part 4715.2310). A maximum of six drainage fixture units is allowed on a 2-inch sanitary branch. 3. Based on a maximum developed length of pipe of 170 feet and a building water pressure at the meter between 46 and 60 psi, and using Minnesota Rules, part 4715.3800: a. The building supply line must be at least 1'/4 inches in size between the water meter and the cold water distribution branch serving the water heater. b. The hot water and cold water distribution branches serving the water heater shall be at least 1-inch in size. Revise the water riser diagram to address the water sizing issues addressed above. If it is located on the mezzanine, indicate if a permanent means of access (e.g.: stairs or permanent ladder) to the water heater is provided. . 5. The plumbing plans were reviewed for this project and it has been determined that the submitted fee payment is incorrect. The plans show three water closets, three lavatories, one mop sink, five 3-inch floor drains, four 2-inch floor drains, and one shower. The fixtures listed above provide a total of 49 drainage fixture units, which requires a$250 fee. In addition, the project includes one flammable waste interceptor, which requires a$70 fee, for a total regular fee of $320. Since you have decided to accelerate the plan review, which requires a double fee, and since you have already submitted $440, you must submit an additional $200. At the time of arrival, excavation of the proposed bui.?ding pad was nearing completion with the removal of vegetation and topsoil materials averaging 2 feet in depth. Soils observed at the base of the pad excavation, consisted of a sandy lean clay, below optimum moisture. Test pits excavated to a depth of approximately 2 to 2 1/2 feet within the southeast corner and mid-point of the pad, indicated uniform soil classification at depth. Approximately 1 1/2 to 2 feet of a sandy loam, on-site fill, had been placed by the contractor within the northeast section of the pad prior to our arrival. Observations would indicate only a minimal fill will be required to proposed subgrade, with footing depths anticipated within the � underlying subgrade soils. To assess the strength of the subgrade soils and the in-place fill, a 5/8th inch diameter smooth probe was used to penetrate the soils at random, along the proposed perimeter footinq lines and across the excavation base. With full body weight applied, the probes indicated penetration consistent with soils of acceptable consolidation To evaluate the relative laadbearing capacity of the subgrade soils . and engineered fill within the building pad, dynamic cone penetrometer tests were conducted. The dynamic cone penetrometer (DCP), uses a eight kilogram (17.6 pound} hammer to drive a 20 millimeter diameter conical point into the soil, with the penetration recorded in millimeters per blow. From the DCP readings, a per blow, penetration average was recorded and a N-value derived. This N- • value, is an empirical relationship we have established to equate the dynamic cone data to the more familiar blows per foot (BPF) standard penetration soil boring test.
