Meeting Minutes
Present : Members Janine Alcorn, Betsy Jader (by phone) , Woody Spitzmueller, Susan Hadley,
Councilor Hedberg, Asst. City Manager Meyer , Police Chief O’Rourke. Gina Gertner was
absent.
Chair Spitzmueller called the meeting to order at 4:10 pm.
Approval of Agenda
O’Rourke: Proposed to add two items to the agenda: Under Old Business, an update on the
status of the Social Host ordinance, and under New Business, a brief discussion regarding
regular meeting schedule.

Presentation: None.
Old Business:
Social Host Ordinance Update
O’Rourke: Advised that the City Council adopted the ordinance as proposed and that the
next step in publica tion before the ordinance would go into effect. The Mayor and City
Manager will bring this item back through SCALE as a means to encourage County - wide
consideration of the ordinance. The City of Shakopee and Carver County are also actively
looking into si milar ordinances.
Hedberg: Commented that the Council also asked for follow - up report from staff once some
time has past so that they are continued to be updated on the status of enforcement as well
as adoption by other jurisdictions. Reviewed that he h as ongoing concerns about how the
ordinance will be enforced and the affect or perceived affect on personal civil liberties. Also
commented that he would like to see the County take a more active role.
Spitzmueller: Asked for clarification of the role of the SCALE group.

O’Rourke: Explained how SCALE was formed, that the participants included elected officials
and administrators from all Scott County governments and schools, including the townships
and SMSC, and that their purpose was to explore opportuni ties for cooperating across
jurisdictions.
Spitzmueller: Asked if the County had acted on the ordinance in advance of the cities if the
Sheriff’s Dept would be able to enforce within Prior Lake City limits.
O’Rourke: Advised that the City would still ha ve to adopted the ordinance for it to be
enforceable.
No formal action required.
2009 Goals – Where do we go from here?
O’Rourke: Advised that the date still has not been confirmed for the Train the Trainer
program. Asked how the committee wants to mo ve forward with respect to this item.
Hadley: Commented that once the date is confirmed there really needs to be a marketing
effort.
Alcorn: Added that in order to include the program in the community education calendar, the
date would need to be confirm ed by January 15 .

Spitzmueller: Asked the status of the Netsmartz program.
Alcorn: Advised that the program is being offered through the schools as part of parent
education conferences. In addition she and Officer O’Hehir would be at presentation on the
topic at an upcoming community involvement seminar in St. Cloud.
No formal action required.
Background Checks
Jader: Believed this should be the committee’s next priority. Commented that it seems that
there are resources out there, but the missin g link seems to be getting the information to
the organizations so that they know their role, have a standardized form that helps them ask
the right questions, and where to go for the information.
Hedberg : Asked if some backgrounds are mandated by the state or other licensing board.
O’Rourke: Advised that some groups are already regulated including bus drivers, schools
and City employees, so there should be resources out there where we can start.

Jader: Commented that identifying the reliable sources so that organizations can depend on
the information is critical.
Spitzmueller: Noted that identifying the users expectations for what a background should
provide needs to be part of the information gathered.
Alcorn: Added that the next step beyond a s tandardized form and resources was to see if
there was a way to provide some sort of clearing house for the information so that if
organization X did a background on Mr. Smith, that organization Y wouldn’t also have to
conduct another background.
O’Rourke : Commented that there would have to be a limited amount of time that
backgrounds could be used in that manner. Suggested 90 days.
Hedberg: Suggested that the committee’s next step be to go out and gather just the kinds of
information it is talking abou t and then work through an evaluation of that data to see if it
can get to the end goal and with what parameters.
O’Rourke: Suggested that Kelly gather information from the bus company since they likely
have one of the most strict background policies bec ause they bus for the schools.
Sptizmueller: Volunteered to contact the Community Ed and the Hockey Association.
Meyer: Would also talk to PLAY.
Alcorn: Would contact the MN Dept. of Public Safety for some resources.
Hadley: Would look into some inte rnet resources.
Meyer: Suggested that everyone submit their information to either her or Chief O’Rourke by
March 1 . They staff would compile the data for discussion at the next meeting.

Meeting Frequency
O’Rourke: Asked the committee if they believed monthly meetings were the most
appropriate, and advised that they had the flexibility to adjust the meeting schedule based
upon their work ta sks and/or progress.

MOTION BY ALCORN, SECON BY HADLEY TO CANCEL THE FEBRUARY MEETING IN ORDER TO
WORK ON ASSIGNMENTS RELATED TO BACKGROUND CHECKS. NEXT MEETING DATE
MARCH 12, 2009.
VOTE: Ayes by Spitzmueller, Hadley and Jader, the motion carried.
Tee n Driving Summit
Spitzmueller: Advised that a Teen Driving Summit was scheduled and encouraged everyone
to do what they could to get the word out. The teen driving summit is sponsored by Mothers
Against Drunk Driving (MADD) and offered for School advisors , driving instructors, resource
officers and student leaders.
Alcorn: Commented that this has been discussed to be included as part of the School
curriculum in 2009.
Other Business
O’Rourke: Advised that the Bylaws provide for the expansion of the grou p to up to 7
members. The City has posted for applicants.
Spitzmueller: Asked the process for selecting potential members.
O’Rourke: Advised that typically the Chair, Council liaison, and staff interview all interested
applicants and make a recommendat ion to the Council for appointment.
Next meeting
A regular meeting date on the 2 Thursday of every month at 4pm at City Hall was agreed
nd
upon. March 12, 2009 .
