HomeMy WebLinkAbout01 13 11 CSAC MinutesCommunity Safety Advisory Committee January 13 , 201 1 Meeting Minutes Attending: Chair Woody Spitzmueller, Janine Alcorn, Linda Ringstad, Gina Gertner, Council Member Richard Keeney , Staff Liaison Bill O’Rourke Absent: Pat Daugherty Meeting called to order at 4: 10 pm by Chair. Approval of December meeting minutes: not available Approval of Agenda : unanimous ; Chief O’Rourke added update for Maddox trial No presentations or public hearings. Introduction and brief background of the CSAC members for the new Council liaison Richard Keeney Chief O’Rourke updated the CSAC members of the planned trial for murder of Ruth Maddox which is now scheduled to start 16 May 2011 at the Scott County courthouse. The committee has carried an objective on our 2010 calen dar relating to publishing an article to raise awareness of domestic violence in the community prior to the start of the trial. We discussed contacting the editor of the Prior Lake American (Lori Swanson) to understand the position of the newspaper, and an y actions they are planning, and agree on how to accomplish this task. Chief O’Rourke stated that Robert Pannier is back in the news and has now been reclassified as Level II sex offender. He recently attempted volunteer as a chaperone for a youth group traveling out of state which violates his supervised agreement. He still resides in Prior Lake . Changes to t he ‘Protecting Our Kids’ web video being assembled by Officer Maureen O’Hehir and Mike Peterson that were recommended by the CSAC have not been com pleted. The changes, including the addition of a topic outline , which were discussed and agreed at the December 2010 CASC meeting have not been incorporated as yet due to scheduling conflicts over the holidays. Mike indicated that the updates should be com pleted during January 2011. The committee reviewed 2010 Objectives in order to determine there present completion status and to determine any continuing activity that may be recommended. 1. Domestic Violence: (a) PL American editorial raising awareness of domestic violence prior to Maddox trial – continued as 2011 Objective (b) Teen Dating Violence – high school SADD group has taken on this issue. (c) City Council Proclamation that October is Domestic Violence Awa reness month – continued as 2011 Objectiv e. (d) Co - sponsor Domestic Violence Awareness walk (City of Prior Lake and Southern Valley Alliance) - continued as 2011 Objective. NOTE: need to ask Susan/Betsy for 2010 notes (e) Assault Prevention class – class offered at Dakota Sport – this task will b e dropped. 2. Protecting Our Childre n (a) Promote youth water (boating) safety class – offered 2X in 2010; continued as 2011 Objective (b) Offer ‘Protect our Children’ web video – prepared by Officer M O’Herir and Mike Peterson, final updates will be recor ded January 2011. (c) Background checks for youth groups using city facilities using CSAC prepared Background Check Brochure – 2011 objective will be to alert Community Education partners of this resource and recommend that it be used for all youth organiz ations. 3. Bullying and Harassment (a) Support school programs related to this objective – 2011 objective to see what support may be available (b) Net zmart program – will be continued as 2011 Objective 4. Substance Abuse Prevention (a) Use Intoxiclock at l ocal events promoting moderation in alcohol consumption – continued as 2011 Objective. (b) Social Host ordinance now in place county wide (c) Review funding for hopefully continuing CLIMB Theater program in schools for 2011 – intended to prevent youth from experimenting with gateway drugs 5. Traffic/Driving Safety (a) Promote campaign to raise awareness of dangers of distracted driving – partner with schools; continued for 2011 objective (b) Support PLPD and State Patrol efforts toward Zero Death, Night Cap and Safe & Sober – continued as 2011 objective 6. Active Neighborhoods (a) Promote National Night Out – continued as 2011 objective (b) Neighborhood Park Parties – likely to be discontinued in 2011 by PL Parks/Rec 7. Communication (a) Continue utilizing c ity capability for web access and other media to promote CSAC mission – continued in 2011 (b) Develop marketing plan for CSAC efforts – proposed as question when we reconvene the task force this spring; “How to effectively communicate our (CSAC) mission?” 8. Other – plan to discuss how/when to reconvene the large task force at February 2011 CSAC meeting. Discussion of ‘synthetic marijuana’ - called ‘spice’ or ‘K - 2 . ” B ill O'Rourke, Chief of Prior Lake PD, advised us that the federal government has made the "K - 2" synthetic marijuana formulary (defined chemical content) illegal to make, sell or use. Meaning the Feds (FBI) will move against the big manufacturers of the stuff. City of Prior Lake has approved a resolution recommending that the state likewise ena ct legislation which criminalizes s ynthetic drugs. A letter was sent to MN state senator Katie Sieben who is on record to introduce a bill this session putting similar statute on MN books. This state action would also mean the state board of pharmacology w ould add K - 2 formulary to list of controlled substances... empowering local PDs to make arrests for possession. At the February CSAC meeting we intend to review the process used in 2008 to assemble and survey the large task force assembled which eventuall y spun off the CSAC. The purpose is to reconvene the task force for the purpose of updating CSAC objectives. This will proceed in concert with the cities planned updates for the 2030 Vision Statement.
