Meeting Minutes
Present : Members Woody Spitzmueller, Janine Alcorn, Betsy Jader , Susan Hadley, Linda
Ringstad, Gina Gertner, Pat Dougherty, Asst. City Manager Meyer , Police Chief O’Rourke ,
Asst. City Manager Meyer . Councilmember Hedberg was absent .
Call To Order: Chair Spitzmueller called the meeting to order at 4: 1 0pm.
Approval of Minutes of the January 14 , 20 10 Meeting
Hadley: Requested a clarification to the minutes on page 1, second to the last
paragraph, last sentence, that “Susan said parent/chil d was covered under
“child abuse” and that male victims were covered. Bill disagreed stating that
kids who abuse parents are not covered under the definition of domestic
abuse.”
MOTION BY ALCORN , SECOND BY HADLEY , TO APPROVE THE JANUARY
MEETING MINUTES A S AMENDED .
VOTE: Ayes by Spitzmueller, Alcorn, Dougherty, Gertner, Hadley, Jader,
Ringstad, the motion carried.
Old Business:
2010 Objectives
There was general discussion about each of the issues areas and the objectives that should
be initiated and wer e accomplishable in each area. There were significant changes made
and agreement to review the revised objectives list at the next meeting. The following
objectives were set during the discussion:
Chief O’Rourke would look up the statute regarding domest ic violence and email to
committee members.
Hadley would put together a draft editorial regarding domestic violence for the end of
February.
Alcorn would check with the school district on if there were initiatives or programs where
they needed support from the committee.
O;Rourke: Advised that the committee had a presentation of its objectives scheduled before
the City Council on March 15 .

New Business .
Liquor Compliance Checks
O’Rourke: Advised that the City Council had asked sta ff to review and provide a report on the
advantages and disadvantages of additional enforcement of licensed liquor establishments

via compliance checks. Asked the committee to provide any feedback it had that could be
included in the report.
Spitzmuelle r: Commented that there is difficulty finding officers and youth that are not
recognized by the establishments in order to make the compliance checks effective.
Alcorn: Asked if Prior Lake has a greater problem than communities doing 2 checks.
O’Rourke: Advised that he did not have reason to believe that Prior Lake has a more
significant problem.
Ringstad: Commented that there has to be a balance between being business friendly and
enforcement if possible.
Alcorn: Did not believe it was the right time t o put additional costs on the City when it did not
appear that additional enforcement would have direct results.
O’Rourke: Commented that the most effective programs have many different ways that they
deliver the message of alcohol control. Through the P olice, School District, County, and
neighborhoods there are many efforts that take place that provide resources, education,
and initiatives which offer a much more broad based approach than enforcement alone.
MOTION BY RINGSTAD, SECOND BY JADER, TO APPROV E THE REPORT SUPPORTING THE
CURRENT ENFORCEMENT PRACTICES FOR LIQUOR COMPLIANCE CHECKS.
VOTE: Ayes by Spitzmueller, Alcorn, Dougherty, Gertner, Hadley, Jader,
Ringstad, the motion carried.
Other Business.
Alcorn: Advised that the due to budget cuts, the school had lost its chemical health
professional.
Next meeting
T he next regular meeting date would be March 11, 2010 at 4pm at City Hall .
