HomeMy WebLinkAbout09 09 09 CSAC MinutesCommunity Safety Advisory Committee (CSAC) September 9, 2009 Meeting Minutes Present : Members Woody Spitzmueller, Janine Alcorn, Betsy Jader , Susan Hadley, Linda Ringstad, Gina Gertner, Asst. City Manager Meyer , Police Chief O’Rourke. Councilmember Hedberg was absent . Call To Order: Chair Spitzmueller called the meeting to order at 4: 0 0pm. Approval of Minutes of the July 9, 2009 Meeting MOTION BY ALCORN, SECOND BY SPITZMUELLER, TO APPROVE THE JULY MEETING MINUTES AS SUBMITTED. VOTE: Ayes by Spitzmueller, Alcorn, Gertner, Hadley, Jader, Ringstad, the motion carri ed. Old Business: Protecting Our Kids; Netsmartz / Train the Trainer There was general discussion about how to promote the upcoming Netsmartz / Train the Trainer program scheduled for September 29 and 30, 2009 provided by the National Center for Missing and Exploited Children. Alcorn: Advised that registration was through Community Education and they had added a $5 fee for the parent information night. Believed the event should be free. O’Rourke: Commented that the National Center is providing the pro gram for free. Alcorn: Believed that Community Ed was trying to recover marketing fees. Ringstad: Volunteered to follow up with Community Ed Director Weyrauch. O’Rourke: Advised that the Train the Trainer program had 67 law enforcement personnel signe d up and that the SMSC was providing the meeting room space at no cost. No Action Required. Background Checks Brochure Meyer: Advised that this item was on the agenda at the suggestion of member Jader in order to have a discussion about the communica tion plan for the informational brochure related to background checks. Gertner: Suggested that it be available on - line on the City’s web site. Alcorn: Suggested that we use the Chamber of Commerce as a means to get the information to its business membe rship. 1 Community Safety Advisory Committee (CSAC) September 9, 2009 Jader: Asked if we could use private vendors like Orange Tree to sponsor publication costs. Spitzmueller: Suggested it be available at the Library. Jader: Asked if the brochure should be available at the parents information night. Gertner: Sug gested that a notice also go out on the City Newswire with a link to the brochure. Meyer: Advised that she would bring a list of the City information kiosk locations to the next meeting., talk to the Chamber about distributing the information and/or havi ng it available on the Chamber web site, and would email an electronic copy of the brochure to Linda to be available through Community Ed as well. No formal action required. School Parking Permits Spitzmueller : Advised that this 2009 Objectives was already accomplished by the school. They have a program where kids must sign a seat belt pledge related to parking privileges. Suggested that this objective be amended to be a campaign against text messaging and driving in 2010. No formal action require d. Massage Therapy Ordinance O’Rourke: Advised that the City Council had directed that the CSAC review the City’s Massage Therapy ordinance. This action was a result of information received at a public forum related to licensing and background checks f or any persons conducting massage therapy. Alcorn: Commented that it is appropriate for the committee to review, but in this case it seems like a failure on the employer’s part. Gertner: Believed there would need to be additional research to know what t he potential issues and implications might be. Hadley: Believed if the committee were to look at it, that they should approach it based upon its impact to the whole community, not just this particular instance. The committee members were going to do som e individual research on the topic for discussion at the next meeting. No formal action required. 2 Community Safety Advisory Committee (CSAC) September 9, 2009 2010 Objectives O’Rourke: Distributed the original Community Safety Task Force findings. Spitzmueller: Advised that the purpose of this item is to discu ss where the committees efforts should go in 2010, and that those objectives should consider the considerable effort of the Task Force. Hadley: Commented that she would like to undertake an initiative related to domestic violence. Alcorn: Suggested that maybe an initiative related to domestic violence and teenagers would be appropriate, such as providing information on trigger points to violence, violence and dating, etc.) O’Rourke: Advised that the City Manager had asked him to include a review of whet her administrative fines should be implemented in Prior Lake. Explained what the new legislation provided. Advised that there are a lot of specifics to investigate to determine if a program is reasonable and cost - effective. Alcorn: Asked if there was va lue in bringing the Task Force back together. O’Rourke: Advised that he believed the Council will be looking at that for 2011. After additional discussion of the issue areas, the committee asked that the matrix be updated to include: Protecting Our Kid s (School Violence) Bullying Drugs/Alcohol Use and Abuse Traffic Safety Domestic Violence (Teens) Inactive Neighborhoods Other Business .
