HomeMy WebLinkAbout09 11 08 CSAC MinutesCommunity Safety Advisory Committee (CSAC) September 11, 2008 Final Meeting Minutes Present: Members Janine Alcorn, Gina Gertner, Betsy Jader, Woody Spitzmueller, Councilor Hedberg, City Manager Boyles, Police Chief O’Rourke. Susan Hadley was absent. Motion by Alcorn, seconded by Gertner to approve the agenda. Revie w Bylaws O’Rourke reviewed the bylaws for the committee and the relationship to the 2030 Vision and Strategic Plan. Hedberg commented that the genesis of this committee is in the Vision and that the Long Range Planning Committee will meet again and wou ld like representation from this Committee . The Committee agreed: To wait until the next meeting to appoint a Chair and Vice - chair.  To hold meetings on Thursdays at 4 p.m.  That revisions to the bylaws are appropriate for submission to the City Council.  R eview and discuss Task Force and staff report to establish priorities O’Rourke reviewed the Community Safety Task Force Report. The agenda report to the Council regarding what could be accomplished was also reviewed. The Council thought the list was aggr essive and directed this Committee to review it. Councilor Hedberg wanted to be sure that the things we are doing are “in tune” with what the CSAC thinks is most effective. Gertner : Stated she understood that the Climb Theatre and Intoxiclock are done. O’Rourke: Affirmed. Jader: Asked if Train the Trainer and Netsmartz are done. Hedberg: Asked O’Rourke to check to see who can attend the Train the Trainer, whether it is for police officers only . O’Rourke: Replied it is open to law enforcement personne l. There is a 1½ hour program for parents which could be worked in with Alcorn’s materials and school schedule . Alcorn: Wants to sent dates three months in advance. A good January item. Committee agreed to discuss the timing of Train the Trainer at the next meeting. O’Rourke: Offered Netsmartz training this summer and it was a flop. No one registered. Need to consider timing. Stated t here are a lot of good videos available to play on PLTV 15. Use the video as a means to build interest. Jader: As ked if there is any money from the State to attend training relating to sex offenders. O’Rourke: No training money is available, but other coursework is allowed. 48 hours is budgeted for each officer in the police budget. 1 Community Safety Advisory Committee (CSAC) September 11, 2008 Final Gertner: Suggested O’Rourke ge t information on who can attend, where it is schedule d and the evenings it is available. Alcorn will provide good dates for school purpose. Jader: Stated the standardized background check is important . State statutes require certain information be soli cited for the school. Find out what they are. Also find out what each is doing. Put on the Internet. Could be used to gather information. Could get a better form to send to organizations regarding background checks. Hedberg: With respect to active n eighborhoods, there are 50 homeowner association contact names and addresses . Could use the National Night Out list because we had 30 people as contacts . Those people could help promote homeowner associations in their area. Alcorn: Get the Prior lake A merican to t alk about neighborhood actions underway and things they can do to increase safety. G ertner: Bullying or harassment is the next area Alcorn: Continuity between schools on what are the common elements of harassment. The schools use three cri teria: acceptable, responsible and safe. Same continuity should be extended to all organizations. See if school can offer program s to PLAY and others. Jader: Asked about a s pokesperson for bullying/harassment . Alcorn: Replied that there are volunteer organizations that will come in to speak for free. Can be done in conjunction with Community Ed. Traffic/driving accidents subcommittee Alcorn: Public Health sent something to each soon - to - be - 16 - years - old new driver. Spitzmueller: W ill attend meetings of Scott County Community Health Committee to learn more. Alcorn: Community Ed has driver ed. Might be able to include a handout on traffic safety in Community Ed. Next meeting T o be established. Hedberg: talked about role of City Council liaison to p rovide feedback on where Council may be coming from and to provide Council information on where Committee is coming from.
