HomeMy WebLinkAbout12 11 08 CSAC MinutesCommunity Safety Advisory Committee (CSAC) January 8 , 200 9 Draft Meeting Minutes Present : Members Janine Alcorn, Gina Gertner, Betsy Jader (by phone) , Woody Spitzmueller, Susan Hadley, Councilor Hedberg, Asst. City Manager Meyer , Police Chief O’Rourke. Chair Spitzmueller called the meeting to order at 4:10pm. Approv al of Agenda O’Rourke: Proposed to add two items to the agenda: Under Old Business, an update on the status of the Social Host ordinance, and under New Business, a brief discussion regarding regular meeting schedule. MOTION BY ALCORN , SECOND BY HADLEY , TO APPROVE AGENDA AS AMENDED . No Discussion VOTE: Ayes by ALCORN, GER T NER, HADLEY, JADER AND SPITZMUELLER, MOTION CARRIED. Minutes MOTION BY HADLEY , SECOND BY ALCORN TO APPROVE DECEMBER 11 , 2008 MEETING MINUTES. No discussion. AYES BY ALCORN, GERTNER, HA DLEY, JADER, AND SPITZMUELLER. MOTION CARRIED. Consent Agenda : None. Presentation: None. Old Business: Social Host Ordinance Update O’Rourke: Advised that the City Council adopted the ordinance as proposed and that the next step in publication before the ordinance would go into effect. The Mayor and City Manager will bring this item back through SCALE as a means to encourage County - wide consideration of the ordinance. The City of Shakopee and Carver County are also actively looking into similar ordin ances. Hedberg: Commented that the Council also asked for follow - up report from staff once some time has past so that they are continued to be updated on the status of enforcement as well as adoption by other jurisdictions. Reviewed that he has ongoing concerns about how the ordinance will be enforced and the affect or perceived affect on personal civil liberties. Also commented that he would like to see the County take a more active role. Spitzmueller: Asked for clarification of the role of the SCALE g roup. O’Rourke: Explained how SCALE was formed, that the participants included elected officials and administrators from all Scott County governments and schools, including the townships 1 Community Safety Advisory Committee (CSAC) January 8 , 200 9 Draft and SMSC, and that their purpose was to explore opportunities for co operating across jurisdictions. Spitzmueller: Asked if the County had acted on the ordinance in advance of the cities if the Sheriff’s Dept would be able to enforce within Prior Lake City limits. O’Rourke: Advised that the City would still have to adopt ed the ordinance for it to be enforceable. No formal action required. 2009 Goals – Where do we go from here? O’Rourke: Advised that the date still has not been confirmed for the Train the Trainer program. Asked how the committee wants to move forward with respect to this item. Background Checks New Business Meeting Frequency Teen Driving Summit 2 Community Safety Advisory Committee (CSAC) January 8 , 200 9 Draft Other Business O’Rourke: Advised that the Bylaws provide for the expansion of the group to up to 7 members. The City has posted for applicants. Spitzmueller: Asked the process for selecting potential members. O’Rourke: Advised that typically the Chair, Council liaison, and staff interview all interested applicants and make a recommendation to the Council for appointment.
