CALL TO ORDER The meeting was called to order at 6:35 p.m. Members present: Marianne Breitbach, Chuck Gerlach, Kate Haggerty, Roger Soderstrom and Paul Trapp. Others present: Dale Braddy, Lani Leichty and Dave Moran. Members absent: Lauren Huntington and Rick Warner. II. CONSIDER APPROVAL OF MEETING MINUTES MOTION BY SODERSTROM, SECONDED BY BREITBACH TO APPROVE THE MEETING MINUTES OF SEPTEMBER 15,1999. MOTION PASSED UNANIMOUSLY. A quorum was not available at the October 20, 1999 meeting, so minutes were not approved for that meeting. III. APPOINT CHAIR AND VICE-CHAIR POSITIONS. MOTION BY HAGGERTY, SECONDED BY BREITBACH TO NOMINA TE WARNER FOR THE LAC CHAIR POSITION. MOTION PASSED UNANIMOUSL Y. MOTION BY SODERSTROM, SECONDED BY BREITBACH TO NOMINA TE HAGGERTY FOR THE LAC VICE-CHAIR POSITION. MOTION PASSED UNA NIMO USL Y. IV. DISCUSS COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP) Soderstrom asked about what happened with the Council directive regarding the removal of the no-wake restriction. Leichty mentioned that we discussed it at the September meeting and that the committee consensus was to leave it as it is. Soderstrom thought it would be a good idea to add the discussion notes on this matter into the appendix of the report. Gerlach mentioned that it would be good to add the soil testing graph about phosphorous and associated wording into the water quality section of the report. Trapp said that the Department of Agriculture may be willing to help with the educational effort for notifying residents of a future no-phosphorous ban in Prior Lake. This list could be used by the proposed lake manager. The amount of funding received could also be used in determining this positions salary. Moran said that he talked to the Legislative Commission on Minnesota Resources (LCMR) about what the critical areas are for grant writing. The LCMR is going to be conducting workshops on how to write grants in December. Braddy said that seed money would be available from the Prior Lake Association for a grant writer and to review grant proposals. Trapp suggested that we start planning now for the February LAC meeting when we hold a public information meeting. He also said that it would be a good idea to add some justification as to how the committee arrived with their goals, objectives and actions steps for each issue identified in the CLMP. Trapp also suggested the following: 1) that the public informational meeting be called something with a more friendly, inviting tone to it, such as an open house or a town meeting; 2) that a formal presentation be held at the meeting with a question/answer time and that booths or that each lake issue be located at separate booths or tables. The committee thought that it would be a good idea to give the public a 30 day comment period where they could write in comments or suggestions about the plan. These responses would then be totaled and discussed with the committee before taking the report to Council. Moran mentioned the cooperative venture the Watershed District has with the Soil and Water Conservation District. They have teamed up together to start a filter strip program around wetlands, waterbodies and water courses. Haggerty noted that the last issue in the table of contents of the draft CLMP needed to be changed to read "Public Education". Trapp suggested that each LAC member adopt a lake issue to be its' representative at the public informational meeting. The issues will be represented by the following: Trapp - Breitbach - Soderstrom - Gerlach - Haggerty - Braddy - Water Quality Shoreland Management Water Level Management Land Use Practices Surface Water Use Public Education The committee suggested that Warner be the meeting moderator. v. NEW BUSINESS Leichty asked if there was any changes members would like to make to the Bylaws, specifically to the time of the month the meeting is held. All members were in agreement that the third Wednesday of the month worked for them. No new changes to the Bylaws were recommended. v.
