MINUTES OF THE LAKE ADVISORY COMMITTEE
January 20, 1999
I. CALL TO ORDER
The Lake Advisory Committee (LAC) was called to order by Tom Kearney on
Wednesday, January 20, 1999, at 6:40 p.m. Members present: Kate Haggerty,
Tom Kearney, Roger Soderstrom, Paul Trapp and Rick Warner. Others present:
Lani Leichty, Water Resources Coordinator; Dale Braddy of the Prior Lake
Association.
II. CONSIDER APPROVAL OF DECEMBER 16,1998 MEETING MINUTES
MOTION BY WARNER, SECONDED BY TRAPP TO APPROVE THE MEETING
MINUTES OF DECEMBER 16,1998. MOTION PASSED UNANIMOUSLY.
III. COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP)
The committee reviewed and discussed the proposed Comprehensive Lake
Management Plan Process and Action Steps. The committee suggested that the
associations from which Ex Officio members be invited from be listed on the CLMP
Process page. Ex Officio members will be invited from the Watershed, Prior Lake
Association, Sportsman's Club and DNR.
Kearney: Do you think there will be different items that will need additional work
done where we may need to hire a consultant?
Leichty: We may want to hire consultants for some issues, but we can also invite
the experts in, such as Pat Lynch from the DNR, to discuss particular topics.
Warner: A Public Education sheet needs to be added in the CLMP Process packet
that will be presented to Council.
Kearney: I think it would be good to review the comments made at the Council
meeting last summer that discussed the slow no-wake ordinance going into effect.
There were a lot of questions raised at that meeting by residents that we should try
to address as part of our planning efforts. Part of our efforts should be to try to
exhaust all possible solutions along with the associated dollar amount.

Soderstrom: If we hire a consultant the first thing we should have them do is to
watch the video tape of that meeting to become aware of the issues raised by the
community.
The committee discussed various items needed to be done in order to come up with
answers to potential questions. The impact to the lake for installing a dual pipe for
controlling lake levels versus buying out property owners around the lake was
discussed.
Trapp: I could see the Corp of Engineers becoming involved if an additional outlet
is installed, since more water would be outletted into the Minnesota River.
Warner: I think we want to bring to City Councils' attention the fact that if we do not
get funding for the shoreline erosion study, three out of the six issues that we are
dealing with will be really impacted as far as the committee making accurate
recommendations.
Kearney: Would it be appropriate to put in our recommendations that

the Watershed District to make sure our recommendations have been coordinated
with them.
MOTION BY HAGGERTY, SECONDED BY WARNER TO ACCEPT THE
PROPOSED CLMP PROCESS AND ACTION STEPS AS IS WITH THE ADDITION
TO THE SHORELINE PRESERVATION ACTIONS STEPS A LINE STATING THAT
THE LAC WILL COORDINATE EXISTING INFORMATION WITH THE
WATERSHED DISTRICTS SECOND GENERATION 509 MANAGEMENT PLAN.
MOTION PASSED UNANIMOUSLY.
IV. 1999 LAC GOALS AND OBJECTIVES
The next agenda item was review of the 1999 Goals and Objectives. Haggerty
suggested that goal number ten be moved up to the top of the list, since it involved
work on the Comprehensive Lake Management Plan, and encompassed most of
the remaining goals. Warner asked if the committee should have measurable goals
so at the end of the year the committee would be able to see what was
accomplished. The committee agreed that goal number six, which talked about
meeting with the City Council on an annual basis, should be changed to semi-
annually for 1999.
MOTION BY WARNER, SECONDED BY HAGGERTY TO APPROVE THE 1999
GOALS AND OBJECTIVES AS MODIFIED. MOTION PASSED UNANIMOUSLY.
V. NEW BUSINESS
The committee discussed the recent events surrounding the reappointment of
members and their disappointments in the way things were handled. The
committee agreed that if at the end of each term an opening is advertised in the
paper, a term length of three years with a two term limit would more appropriate for
continuity of the committee.

Given the current direction that Counsel has given the LAC, the committee
concurred that it would be pertinent to have the two most recent members,
Breitbach and Larson, reappointed to the LAC to help in carrying out the duties of
completing the Comprehensive Lake Management Plan.
MOTION BY TRAPP, SECONDED BY HAGGERTY TO ADVOCATE THE
REAPPOINTMENT OF EX-MEMBERS BREITBACH AND LARSON TO THE LAC
TO SERVE OUT THEIR REMAINING TERM. BREITBACH AND LARSON WERE
THE SENIOR LAC MEMBERS. THEIR PRESENCE ON THE COMMITTEE WILL
AID TO PRESERVE THE CONTINUITY OF THE COMMITTEE IN THE MIDST OF
CARRYING OUT THE COMPLEX TASK OF FORMING A COMPREHENSIVE
LAKE MANAGEMENT PLAN. MOTION CARRIED UNANIMOUSLY.
VI. ADJOURNMENT
MOTION BY TRAPP, SECONDED BY WARNER TO ADJOURN THE MEETING.
MEETING ADJOURNED AT 8:23 P.M.
