MINUTES OF THE LAKE ADVISORY COMMITTEE
December 16, 1998
I. CALL TO ORDER
The Lake Advisory Committee (LAC) was called to order by Tom Kearney on
Wednesday, December 16, 1998 at 6:39 p.m. Members present: Marianne
Breitbach, Tom Kearney, Roger Soderstrom, Paul Trapp and Rick Warner. Others
present: Lani Leichty, Water Resources Coordinator; Bill Nevin, Scott County
Sheriff; Dale Braddy of the Prior Lake Association and Dave Moran of the Prior
Lake/Spring Lake Watershed District. Members absent: Kate Haggerty and Doug
Larson.
II.
CONSIDER APPROVAL OF SEPTEMBER 16, 1998 MEETING MINUTES

MOTION BY TRAPP, SECONDED BY BREITBACH TO APPROVE THE MEETING
MINUTES OF NOVEMBER 18, 1998. MOTION PASSED UNANIMOUSL Y.
SURFACE WATER ORDINANCE REGULATIONS
III.
The committee discussed with Sheriff Bill Nevin winter patrol on Prior Lake. Nevin
mentioned that there is regular patrol on the lake during the week and on weekends
throughout the recreational times of the year.
Moran: Is there any way that owners of fish houses could be expected to remove
the entire house, without leaving timber and debris behind on the lake?
Nevin: The Sportsman's Club usually picks up debris a week after fish houses
have been removed from the lake.
Warner: I think it would help to distribute fliers to fish houses, several days before
they have to be removed, telling them of the rules and that all debris must be
removed along with the house.
Nevin mentioned that he would be willing to have his staff distribute fliers and/or
post them on fish houses at the end of the ice fishing season.
IV. LAKE ACCESS CLOSURE

The next agenda item was discussion of the Lake Access Closure report. The
committee and the Sheriff reviewed the preliminary report and came up with several

recommendations. Two major additions to the report were made: 1) Warning signs
should be posted at each city access stating "Warning: The Lake is Never Entirely
Safe for Recreational Activities"; and 2) City owned accesses should be closed
when the DNR accesses are closed.
MOTION BY WARNER, SECONDED BY TRAPP TO AMEND THE LAKE ACCESS
CLOSURE REPORT BY ADDING THE ABOVE TWO ITEMS TO THE REPORT.

The Sheriff agreed with the LAC members that closing City accesses to the lake will
be a difficult decision to make. That there may be liability associated with closing
the accesses when the lake is unsafe and then reopening them once again when
the lake is declared safe for public use.
A member asked if the Parks Advisory Committee was aware of the Lake Access
Closure report. Leichty mentioned that he would give a copy of the report to the
Parks Director for his information.
V. COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP)
A. Review and discuss the proposed Comprehensive Lake Manaaement Plan
Process.
The committee agreed upon the proposed process to use in preparing the
Comprehensive Lake Management Plan and that Ex Officio members should be
invited from the Watershed, Prior Lake Association, Sportsman's Club and DNR
while the LAC prepares the CLMP.
B. Review and discuss the proposed Comprehensive Lake Manaaement Plan Action
Steps.
The committee reviewed the proposed action steps to take in producing the
Comprehensive Lake Management Plan. It was agreed upon that Ex Officio
members should be invited from the Watershed District, Prior Lake Association,
Sportsman's Club and the DNR to take part in preparing the CLMP.
C. Review and discuss the proposed Reauest-for-Proposal for the Shoreland
Manaaement portion of the plan. Consider applvina this proiect toward a matchina
arant throuah the Department of Natural Resources.
The committee determined that it would be a good idea to receive statement of
qualifications (SOQ) from several consultants with experience in lake management.
Also, there is a $10,000.00 matching grant program available through the DNR
which should be applied for by the consultant to help fund a shoreline preservation
study. The study would identify and assess critical eroding shoreline areas and
make recommendations for stabilization. Leichty agreed to send out a letter
requesting SOQ's from several consulting firms capable of performing a shoreline
preservation study.
Braddy showed the members an article from the Pioneer Press which showed that
Governor Carlson has recommended to Governor elect Ventura to approve a $37

million proposal to improve the quality of Minnesota lakes during the 1999
legislature.
VI. 1999 LAC GOALS AND OBJECTIVES
The 1999 Goals and Objectives were discussed briefly. Warner suggested that a
goal of meeting with City Council three times next year while working on the
Comprehensive Lake Management Plan be added. This item will be discussed
further at the January meeting.
VII. NEW BUSINESS
There was no new business at this meeting.
VIII. ADJOURNMENT
MOTION BY BREITBACH, SECONDED BY WARNER TO ADJOURN THE
MEETING. MEETING ADJOURNED AT 8:35 P.M.
