MINUTES OF THE LAKE ADVISORY COMMITTEE
September 20,2000
I. CALL TO ORDER
The Lake Advisory Committee (LAC) meeting began at 6:50 p.m, Members present:
Marianne Breitbach, Kate Haggerty and Rick Warner. Members absent: Chuck Gerlach,
Lauren Huntington, and Roger Soderstrom. Others present: Lani Leichty, Water Resources
Coordinator, Marv Mirsch and Dale Braddy of the Prior Lake Association,
II. CONSIDER APPROVAL OF MEETING MINUTES FOR AUGUST 16, 2000.
A quorum was not present at the meeting; therefore, the previous meeting minutes were not
approved and no motions were taken.
III. NO-PHOSPHORUS ORDINANCE STATUS
Leichty gave an update on the status of the no-phosphorus fertilizer ordinance. He
mentioned that fliers were sent to local business's asking them to supply no-phosphorus
fertilizer if they don't already. The question was asked, "What about crab grass? It's hard
to find crab grass preventer without fertilizer in it." Leichty will check this out further to see if
manufacturers supply a crab grass preventer without phosphorus in it.
Mersch suggested placing an article on how the nutrients phosphorus and nitrogen impact
lawn growth, Many people probably don't realize that phosphorus does not provide the
"green" look that people want in their lawns. An article explaining this may go a long way in
getting people to voluntarily comply with the new ordinance.
Another suggestion was to publish a list of businesses that applied for licenses with the City
next year. This would serve as a service to both those applicators who comply with the
ordinance, and provide a list to the general public who are looking for a company to use.
IV. SALT FILLED SAND MIXTURE DISCUSSION
The liability of not using salt on some of the roads was talked about. It was mentioned that
signs would need to be posted on roads to warn motorists that no salt would be applied to
certain streets in order to change driving habits. The question that came up was, "What
about those people from out-of -town that were not familiar with this new policy?" This
issue will need further review from different aspects before any decisions could be made.
Warner volunteered to check the Department of Natural Resources policy on this issue and
try to find out if they have done any research on this subject.

V. REVIEW LAC BY-LAWS
There was discussion whether or not to change the number of members from seven to five.
The committee has had a hard time getting a quorum of members at this years meetings.
Mersch strongly urged the LAC to stay with the current number of seven members.
Because the committee will be two members short in October, and it will take a couple of
months to get new members assigned, Braddy suggested that Council appoint a Prior Lake
Association member on an interim basis so that a quorum could be attained easier to
conduct business. Leichty said that he would mention this to City Manager Boyles. Warner
suggested that we review the member replacement schedule. Advertising for new
members should occur three months in advance to keep the committee in full membership
throughout the year.
There was also discussion about changing the meetings to every other month. An option
suggested was that special meetings could be called if necessary, After debate, it was
decided best to stay with monthly meetings.
VI. REVIEW MEMBER STATUS
Leichty reviewed the membership status with the committee. Currently there are two
openings that need to be filled.
VII. NEW BUSINESS
Mersch mentioned that the annual Prior Lake Association (PLA) membership meeting is on
Thursday, September 21, 2000. He also asked for the LAC's support in the effort to correct
the erosion problem on the shoreline near Sand Point Park. Leichty explained that the City
is working with the Soil and Water Conservation District (SWCD) and the Department of
Natural Resources on this. The SWCD will be applying for a grant from the DNR to help
fund this project. Until the grant applications come out and projects are chosen by the
DNR, it won't be known if this project receives outside funding. If this project isn't awarded
a grant, it has been placed in the 5-year capital improvement program through the water
quality budget for the year 2001.
Mersch also mentioned that the PLA has signed up to monitor zebra mussels as part of a
Sea Grant study. He suggested that an article about zebra mussels be placed in the next
issue of the "Water Watch" .

CITY IS SEEKING LAKE ADVISORY COMMITTEE VOLUNTEER
The City of Prior Lake is seeking applications from residents interested in serving
on the Lake Advisory Committee.
The Prior Lake Lake Advisory Committee (LAC) was created in November 1991
by an act of the Prior Lake City Council to: (1) research, study and make
recommendations to the City Council on the information contained within the
report entitled "Water Resource Management - A Guide For Balanced Future",
(2) research, study and make recommendations to the City Council on the Lake
Review Committee Report Work Program, approved by the City Council on June
17, 1991 and, (3) serve as an advisory body to City staff and City Council on the
many lake management related issues being addressed by the various
jurisdictions within the watershed.
Meetings are held once a month on the third Tuesday of each month from 6:30
to 8:30 p.m. at the Fire Hall. Members are expected to prepare and participate
in committee proceedings and attend no less than 75% of the meeting. Terms
are for three years.
