MINUTES OF THE LAKE ADVISORY COMMITTEE
August 16,2000
I. CALL TO ORDER
The Lake Advisory Committee (LAC) meeting was called to order at 6:54 p.m. Members
present: Marianne Breitbach, Chuck Gerlach, Kate Haggerty and Lauren Huntington.
Members absent: Roger Soderstrom and Rick Warner. Others present: Lani Leichty, Water
Resources Coordinator and Marv Mirsch of the Prior Lake Association.
II. CONSIDER APPROVAL OF MEETING MINUTES FOR MAY 17,2000.
MOTION BY GERLACH, SECONDED BY HUNGTINGTON TO APPROVE THE MAY 19,
2000, MEETING MINUTES. MOTION PASSED UNANIMOUSLY.
III. NO-PHOSPHORUS ORDINANCE STATUS
Leichty updated the committee on the status of the no-phosphorus fertilizer ordinance. He
mentioned that a summary version of the ordinance would be approved and published in
the paper with several minor clarifications added. The group was asked what methods they
suggested for getting the message out to the public and businesses regarding the new
ordinance. Some of the suggestions were to send notices to grocery stores, tree nurseries,
hardware stores and any other place that might sell bag fertilizer. Gerlach suggested that
we ask businesses to stock no-phosphorus fertilizer and try to implement a City rebate to
get people to buy it. He mentioned that an uninformed public is dangerous. If there is
money in the proposition, people will buy it. Mersch's suggestions were: 1) publicizing the
no-phosphorus ordinance by posting yard signs on peoples property that are using no-
phosphorus fertilizer, 2) having information at Community Fest on September 18, 2000, and
3) placing a notice in the information kiosk at Lakefront Park, Huntington suggested that a
poster be placed in stores so that people can read a summary of the ordinance
requirements. Haggerty suggested that handouts be placed at booths during Community
Fest and letting Boy Scouts looking for a project hand out notices to local stores. Breitbach
suggested placing a notice on the local cable channel.
IV. SALT FILLED SAND MIXTURE DISCUSSION
The next topic of discussion was the impact salt-filled sand mixtures have on water quality.
Huntington mentioned that she searched the Internet to find out if there were any negative
effects on water quality from using salt for road de-icing purposes. She mentioned that
during her search that she could not find anything harmful. She volunteered to do the
following: 1) write a letter to the Minnesota Department of Transportation requesting

information they have gathered on this topic, and 2) contact past Lake Advisory Member
Paul Trapp, who works for the Minnesota Pollution Control Agency, to see what information
can be gathered form that agency. Breitbach mentioned that she had recently heard a
radio program talking about salty lakes and the positive aspects of having salt in the water.
Mirsch suggested that City staff get an opinion from the City Attorney as to what the legal
ramifications might be from using sand mixtures with no salt additive concerning public
safety. Mirsch also said that Grays Freshwater Institute is a good place to look for this type
of information.
v. NEW BUSINESS
Leichty asked the committee if they had any opinion about changing the meeting date to
the third Tuesday of the month and meet at the library. There were no objections to the
suggested changes. Selections of the Chair and Vice-Chair positions are due to Council by
September.

The committee asked Leichty to inquire as to whom and when the Council LAC liaison
member would be appointed,
