CALL TO ORDER The Lake Advisory Committee (LAC) meeting was called to order at 6:35 p.m. by Chair Warner, Members present: Marianne Breitbach, Kate Haggerty, Lauren Huntington and Rick Warner. Members absent: Chuck Gerlach, Roger Soderstrom and Paul Trapp. Others present: Lani Leichty, II. CONSIDER APPROVAL OF MEETING MINUTES MOTION BY HAGGERTY, SECONDED BY BREITBACH TO APPROVE THE MEETING MINUTES OF APRIL 19, 2000. MOTION PASSED UNANIMOUSLY. III. DISCUSS COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP) The committee addressed City Council comments from the May 15, 2000, Council meeting. The first comment from City Council regarded the possibility of a third public access on Prior Lake. The committee questioned whether or not it was in the LAC's scope or position to address this in the CLMP. This is starting to overlap into the Parks Advisory Committee's jurisdiction. Leichty mentioned that spoke to the Department of Natural Resources about this issue. They said that there are no plans to add a third public access on Prior Lake, but that they would like to see additional parking spaces provided. They own a parcel of land by the DeWitte Avenue access. DNR considers this a mute issue until the City approaches them about adding more parking spaces. Access around the lake was addressed in a study completed in 1994 by the LAC entitled "Lake Access Study". Past policy since that time has been to look at individual occurrences as they arise. Further study into accesses will be done on an as-needed basis, or as directed by Council. The following issue discussed was no-phosphorous fertilizers. The committee thought that there are many business's that carry low or no-phosphorous fertilizer that this is a non-issue as far as availability, The question of odor is no longer an issue. LAC recommendation of a non-phosphorous ordinance will stand in the CLMP. The committee posed the question, "If boating is occurring when the lake is just below the no-wake elevation, and they are going back and forth in front of a residence causing shoreline erosion, is there something the sheriff could do about this?" Leichty said more than likely there is nothing the sheriff could legally do if no laws were being broken, but the sheriff would have to answer that question. The LACs general opinion about this subject was that it is a shoreline erosion issue, which is addressed in the CLMP. The comment was brought up that any boat on the lake can make large wakes depending on how many people are in the boat and the speed of the boat. Another comment raised was that the public opinion survey conducted last year made it very clear that people don't want more regulations on the lake, but more enforcement of the existing laws. At the City Council meeting the Mayor asked the committee to once more look at lowering the no-wake elevation. After much discussion the group considered this to be a shoreline erosion issue, which will be examined in the shoreline erosion survey. If the survey determines that the current levels are harmful to the lake and there are significant areas that are impacted by high-water, this issue can be re-addressed. The use of road salt adjacent to the lake was discussed next. Alternative compounds were mentioned along with using sand only. On steep sloped streets safety can be an issue if only sand is applied. Leichty mentioned that the streets around the lake are swept first each year by the public works department. Huntington volunteered to investigate the impact road salt can have on fresh water lakes. The LAC will consider making this an objective under "Water Quality" if it is warranted. The committee also brought the idea of either purchasing another street sweeper or renting one in order to more quickly sweep sand and debris from streets adjacent to the lake before the runoff season begins. MOTION BY BREITBACH, SECONDED BY HUNTINGTON TO ACCEPT THE REVISED COMMENTSITEXT AS DISCUSSED. MOTION PASSED UNANIMOUSL Y. The implementation schedule was the last item about the CLMP discussed. Warner suggested adding an issue column next to each action item so that it would be easier to interpret. Other suggestions were to add costs associated with the staff time that was listed and to point out that time schedule was dependent upon Council approval and a resource plan in-place no later than July 3, 2000. IV. NEW BUSINESS Leichty mentioned that Paul Trapp would stepping down as a LAC member. He recently moved out of the corporate City limits and was therefore no longer valid to serve on the committee. Leichty showed a proposed milfoil budget for the year 2000. There was discussion as to drop the newsletter this year, After some debate it was decided to leave the newsletter in and consider treating the entrance to Crystal Bay if there is a problem with this area.
