HomeMy WebLinkAbout02/16/00 MINUTES OF THE LAKE ADVISORY COMMITTEE February 16, 2000 I. CALL TO ORDER The meeting was called to order at 6:36 p.m. by vice-chair Haggerty. Members present: Chuck Gerlach. Kate Haggerty, Lauren Huntington, Paul Trapp and Roger Soderstrom. Members absent: Marianne Breitbach and Rick Warner. Others present: Lani Leichty and Dale Braddy. II. CONSIDER APPROVAL OF MEETING MINUTES MOTION BY TRAPP, SECONDED BY HUNGTINGTON TO APPROVE THE MEETING MINUTES OF JANUARY 19, 2000. MOTION PASSED UNANIMOUSLY. III. DISCUSS COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP) Leichty reviewed with the committee City staff comments that were made about the plan the previous week. It was mentioned that action step 5-1c was asked to be removed because lot variance criteria is regulated by state statute. Gerlach asked if there was a way to reword action step 5-1 c in a way that would allow the LAC to examine variances given to lakeshore property. Soderstrom suggested that it say, "Review City practices as they relate to the granting of variances." After discussion, Leichty said that he would talk to the planning department on how to reword this sentence to make it an appropriate action step. The next issue of discussion was implementation. The question was raised why the implementation action step for hiring a lake manager was removed from the plan. Leichty mentioned that the Watershed and Board of Soil and Water Resources (BWSR) both commented on the need for one. They thought that combining the services of the Watershed and City staff could accomplish the same goal. Braddy mentioned that there are many grant opportunities available that could be applied for to serve the lake. The committee agreed that the objective of hiring a lake manager to oversee lake issues and implement the plan should be kept under the issue of staffing. The committee asked if the Watershed and DNR were going to be at the public informational meeting. "-'1-.'- -.. IV. NEW BUSINESS The date for the public informational meeting was discussed next. Leichty mentioned that if the meeting was held on Wednesday, March 22, that the library was a possible meeting site. The committee decided that this would be the first choice, the second choice would be the fire hall. Leichty mentioned that there is a workshop meeting scheduled with the City Council on April 3, 2000 to review the CLMP. V. ADJOURNMENT MOTION BY GERLACH, SECONDED BY TRAPP TO ADJOURN THE MEETING.
