MINUTES OF THE LAKE ADVISORY COMMITTEE
January 26, 2000
I. CALL TO ORDER
The meeting was called to order at 6:39 p.m. by vice-chair Haggerty. Members present:
Marianne Breitbach, Kate Haggerty, Lauren Huntington and Paul Trapp. Members absent:
Chuck Gerlach, Roger Soderstrom and Rick Warner. Others present: Lani Leichty and
Dave Moran.
II. CONSIDER APPROVAL OF MEETING MINUTES
MOTION BY TRAPP, SECONDED BY BREITBACH TO APPROVE THE MEETING
MINUTES OF NOVEMBER 17, 1999 AND DECEMBER 15, 1999. MOTION PASSED
UNANIMOUSL Y.
III. DISCUSS COMPREHENSIVE LAKE MANAGEMENT PLAN (CLMP)
The committee reviewed the draft CLMP page by page. In order to clarify various points
changes were made to the wording and objectives/action steps.
There was debate about whether or not Spring Lake should be included in the plan, and if
so, in what detail. Discussion occurred on both sides of the issue, and, whether or not
other lakes within the City limits should be brought into the plan. Because of the legal
boundaries of Prior Lake and that Council's directive to the LAC was to prepare a plan
specifically for Prior Lake, it was decided that Spring Lake would not be. It was mentioned
that the Watershed District and the Spring Lake Association work on an on-going basis
with the management of Spring Lake. Since a majority of the CLMP deals with public
education it was decided that Prior Lake residents who live on Spring Lake would be
included in mailings that specifically target lakeshore owners.
Discussion also occurred on the topic of surface water use management and how to
measure boat density on the lake. Several members of the committee have had past
experience with measuring boat densities on other lakes. Trapp suggested that one way of
figuring boat density on the lake would be to have an aerial photo taken and count the
number of boats using the lake at a particular time. Potential use of this type of data would
be helpful in determining boat density, speed limit reviews and who is using the lake.

that draft copies of the CLMP be made available for the public to review at City Hall and the
library.
IV. NEW BUSINESS
Leichty passed out copies of the 5 year Capital Improvement Program (CIP) for 2000 to
2004. Comments and suggestions were asked to be submitted regarding potential project
inclusion into next years CIP.
V. ADJOURNMENT
MOTION BY HUNTINGTON, SECONDED BY TRAPP TO ADJOURN THE MEETING.
