HomeMy WebLinkAbout11/19/02 MINUTES OF THE LAKE ADVISORY COMMITTEE Novembe~ 19,2002 I I. CALL TO ORDER Dale Braddy called the Lake Advisory Committee (LAC) Meeting to order at 6:30 P.M. Members present: Dale Braddy, Shirley Gengler, and Dan O'Keefe. Members absent: Brad Beneke. Others present: Chad LeMair, City Council Member; Marv Mirsch; Sue McDermott, City Engineer; Larry Poppler, Assistant City Engineer. II. CONSIDER APPROVAL OF THE OCTOBER 22, 2002 MEETING MINUTES MOTION BY GENGLER, SECOND BY O'KEEFE TO APPROVE THE OCTOBER 22, 2002 MEETING MINUTES. UPON A VOTE TAKEN, MOTION PASSED UNANIMOUSL Y. III. OLD BUSINESS a. Lake Issues to be Included in the Community Survey: Braddy mentioned that the lake issues to be included in the community survey were drafted and distributed with the October meeting minutes. Braddy inquired the LAC for comments regarding the draft. O'Keefe mentioned that he noticed that the questions referred to lowering the "no - wake" level. O'Keefe added that he disagrees with having this verbage so often. The LAC agreed with O'Keefe and it was determined to modify question #2 to read "no wake zones" for response five and to modify question #5 to read "more no wake zones" for response 3 and to eliminate response 7 for question #9. McDermott will forward proposed questions to the City Manager. b. Finalize Recommendations to Council of the Surface Water Ordinance: Braddy stated that he thought a wakeboarding rule should be recommended to the Council. O'Keefe mentioned that a grass roots effort with the wake boarders may be best at this point to alleviate the issue. Gengler mentioned that the LAC should recommend that the Council add law enforcement on the lake. Mirsch added that the LAC should recommend that the Council should add that waterskiing or watertoys should be restricted at sunset instead of an hour after sunset. O'Keefe stated that he would attempt to speak to wakeboarders. An article can be put into the Prior Lake American for a forum on wakeboarding and boat noise. The LAC will attempt to have the meeting the second week in December. Braddy and O'Keefe will organize a date for the forum. McDermott will draft the recommendations after proposed meeting with the wake boarders. IV. NEW BUSINESS: a. Review Year 2003 CLMP Goals and Objectives McDermott mentioned that we had three items in our implementation schedule. 1. Distribute the DNR pamphlet to lakeshore residents. 2. Analyze impact of lowering the normal water level of the lake. 3. Identify outlet structure and channel options and cost benefits. Mirsch mentioned that the 2020 Vision and Strategic Plan states some action items which the LAC was scheduled to implement. McDermott stated many of the tasks in the 2020 Vision and Strategic Plan are already being implemented. The City is hiring a consultant to prepare a surface water management plan and wetland inventory for Prior Lake. Braddy mentioned that the carp issue should be included in the Capital Improvement Plan for 2003 and be done in conjunction with the effort on Spring Lake. 2 ,--~" V. OTHER BUSINESS O'Keefe thanked the Chad LeMair for participating in the meeting tonight. Mirsch displayed layout of the "Shoreline Habitat" signs that will go in at Sand Point Park and Watzl's Beach projects. VI. ACCESS IS NOT AN ISSUE MORE TRAILER PARKING ANOTHER PUBLIC ACCESS BUILD ANOTHER FISHING PIER BUILD BOAT DOCKS AT THE PUBLIC PARKS MORE SWIMMING BEACHES ~-, 4 HOW COULD WATER QUALITY I CLARITY BE IMPROVED?" PROVIDE EDUCATION DEVELOP A PROGRAM TO DEAL WITH FAILING SPRING LAKE SEPTIC SYSTEMS ALL OF THE ABOVE WATER QUALITY IS ALREADY VERY GOOD 5 HOW COULD SHORELINE PRESERVATION BE IMPROVED ON PRIOR LAKE?" I HAVE NO OPINION ON SHORELINE PRESERVATION MORE EDUCATION FOR LANDOWNERS SUCH AS THE "LAKE FRIENDLY" PROGRAM MORE NO-WAKE ZONES OR LOWERING OF THE NO WAKE LEVEL FURTHER FUNDING OF SHORELINE PROTECTION PROGRAMS THE SHORELINE IS FINE THE WAY IT IS 6 THE WATER LEVELS ON PRIOR LAKE BE IMPROVED?" I HAVE NO OPINION ON THE WATER LEVEL THE WATER LEVEL IS OKAY AS IS LOWER NO WAKE LEVEL 7 HOW COULD LAND USE PRACTICES BE IMPROVED AROUND THE LAKE?" I HAVE NO OPINION ON THE LAND USE PRACTICES AROUND THE LAKE LEAVE THE LAND USE PRACTICES AS IS PROVIDE MORE ENFORCEMENT AND FINES OF CURRENT LAND USE REGULATIONS ENCOURAGE NATURAL VEGETATION AROUND THE LAKE THROUGH EDUCATION AND AN INCENTIVE PROGRAM 8 HOW WOULD YOU IMPROVE PUBLIC EDUCATION EFFORTS ON LAKE ISSUES?"
