HomeMy WebLinkAbout10/22/02 ! MINUTES OF THE LAKE ADVISORY COMMITTEE October 22, 2002 I. CALL TO ORDER Dale Braddy called the Lake Advisory Committee (LAC) Meeting to order at 6:30 P.M. Members present: Dale Braddy, Shirley Gengler, Lauren Huntington, Dan O'Keefe and Brad Beneke. Members absent: None. Others present: Mike Gundlach, City Council Member; Jim Peterson, City Council Member; Marv Mirsch; Sue McDermott, City Engineer; Larry Poppler, Assistant City Engineer. II. CONSIDER APPROVAL OF THE SEPTEMBER 24, 2002 MEETING MINUTES - MOTION BY HUNTINGTON, SECOND BY O'KEEFE TO APPROVE THE SEPTEMBER 24, 2002 MEETING MINUTES. UPON A VOTE TAKEN, MOTION PASSED UNANIMOUSL Y. III. OLD BUSINESS a. Lake Issues to be Included in the Community Survey: McDermott mentioned that this agenda item has been discussed in the past and that including some questions in this year's community survey is a good way of getting valuable lake related input. The LAC should develop ten topics that could be used for the community survey. Copies of the 1999 survey are available for those who don't have them. Braddy mentioned that speed limits on the lake should be included as one of the topics. Gundlach mentioned that we should include a question asking whether the person lives on the lake. Beneke suggested that the most important topics be covered in the survey and that we should discuss to determine which topics are most important to the LAC. 16200 Eagle Creek Ave, S,E., Prior Lake, Minnesota 55~72-1714 / Ph, (952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER O'Keefe added that it would be wise to narrow down the questions and maybe break them out to include 5 on lake use and the other 5 on lake quality and try to get the questions and then discuss them in more detail. McDermott mentioned that we may want to give some background of the topic to the survey designers so they know where we are coming from. Gundlach suggested that the 904 lake elevation topic should be included in the survey. Beneke stated that most people in Prior Lake would not know anything about the 904 elevation topic. Huntington suggested that the first question should ask: Do you live on the lake or use a watercraft on Prior Lake? Gengler added that the that the question should include asking how many watercrafts are owned. Huntington mentioned to add a question regarding how important the lake is to the survey participant. Gundlach stated that parking boats at one of our parks on the lake could maybe be a topic. Beneke mentioned that the format of the question could be manipulated to really ask more than 10 questions. Braddy stated that winter lake uses should be included as a topic. Braddy mentioned that water quality should be included as a question just to see what kind of response we get. Maybe we need to do a better job of educating the public on water quality. Peterson offered that a question on wake boarding should be included in the survey. Boat wake is an issue on Prior Lake. Beneke reiterated that safety on the lake is an issue. Huntington added that trailer parking is an issue on the lake. Lake access should be a question. Beneke summarized the questions: Do you feel safe on the lake? Are there too many boats on the lake? Are boats going too fast? Do you see a police presence on the lake? What do you do on the lake? Do you use the lake all season? What do you think of the quality of the lake? Do you have access to the lake? Gengler added that the lake regulation question should be asked. 2 Beneke added that questions from the comprehensive lake management plan should be included as well. Braddy mentioned that instead of using the term water quality maybe we should ask about water clarity. It may be easier for the general public to understand that term. McDermott summarized the topics: speed limit, no wake, do you live on the lake, do you use the lake all year, how do you use the lake, do you own a watercraft, water quality/clarity, safety. We can look back at the comprehensive lake management plan for further assistance in generating the questions. O'Keefe mentioned that for homeowners it is sometimes hard to find contractors to do work on lake restoration. We need to do a better job educating people on lake restoration. Poppler and McDermott will compile the topics and e-mail them out to the LAC. IV. OTHER BUSINESS McDermott announced that Braddy and McDermott participated in a meeting last Thursday at the watershed district on sustainable lake management planning. The next meeting is on November 2nd at 8:30 at the library. Everyone is welcome to attend that meeting. McDermott announced that the City is planning on using rain gardens in the downtown area as part of the downtown redevelopment. The rain gardens will help treat the water for the downtown area. Pictures were shown and discussed. McDermott distributed flyers on the new state law regarding no- phosphorous fertilizer. Braddy mentioned that the LAC did not do the annual boat tour this year. Will try to schedule a Thursday afternoon at around 3:00 tour. Braddy asked about where the drainage of the project at the corner of TH 13 and CR 42 goes. McDermott stated that the drainage flows away from Prior Lake, but will check on the drainage of that project. Braddy mentioned that the outlet into Candy Cove near Clark's property is flowing. Huntington mentioned that snow fencing should be put up around the plantings at Sand Point Park. 3 Huntington asked if the LAC would participate in the planning of the new Spring Lake Regional Park plans. McDermott announced that Huntington's term on the LAC is up. Huntington not be returning for another term. v. NEW BUSINESS: The next meeting of the LAC is scheduled for November 19th at 6:30 pm. VI.
