Members present: Shirley Gengler, Lauren Huntington, Dan O'Keefe and Brad Beneke. Members absent: Dale Braddy. ,Others present: Lauren Jones Vice President Prior Lake Association, Dave 'Moran Prior Lake / Spring Lake Watershed District, Marv Mirsch, Larry .. Pop pier; Assistant City Engineer. II. . CONSIDER APPROVAL OF THE JUNE 18,2002 MEETING MINUTES MOTION BY HUNTINGTON, SECOND BY O'KEEFE TO APPROVE THE JUNE 18, 2002 MEETING MINUTES. UPON A VOTE TAKEN, MOTION PASSED UNA NIMO USL Y. III. PRESENTATION BY LAUREN JONES AND MARV MIRSCH, PRIOR LAKE ASSOCIATION ON AERIAL PHOTOGRAPHY OF PRIOR LAKE Gengler introduced Lauren Jones presenting aerial photography of Prior Lake. Jones stated that the Prior Lake Association collected the aerial photographs on .a September 3rd 2002 flight. The goal was to take pictures of the entire lake at different angles to document the condition and development at this point in time. The 360 images fit on a single compact disk. The images may be available on the Prior Lake Association website at some point. Prior Lake Association felt that the images may be of interest to the Prior Lake / Spring Lake Watershed District and the Lake Advisory Committee. ~ Various lake pictures were discussed during the presentation. Gengler asked if the Prior Lake Association would give a copy of the compact disk to the Lake Advisory Committee. Jones responded that a compact disk could be copied and given to the Lake Advisory Committee. Jones would like to organize the pictures first. 1 Huntington questioned whether the images can be used to count the docks and boats owned by lakeshore owners. Jones responded that the images could be used for that purpose. Mirsch asked the LAC for a copy of the shoreline protection pictures. Huntingtpn mentioned she has a copy of the compact disk with those pictures and will make a copy of it to give to Mirsch. IV. OLD BUSINESS a. Lake Issues to be Included in the Community Survey: Gengler mentioned that each LAC member was to compile questions that could be used on the community survey and the LAC would discuss the questions and agree upon which ones would be submitted to the City for . 'the inclusion in the community survey. The LAC could condense the questions and rank them for submittal to the City. .. Gengler asked how many of the questions would go on the survey. Poppler responded that it is unclear at this point how many would go on the survey, but mentioned that if they were ranked, the primary questions . ; would be included in the community survey. Huntington mentioned that we may want to discuss this item at more than one meeting. Gengler asked if Braddy has sent any of his questions in to the City. Poppler responded that Braddy's questions were not given to the City. Beneke asked the LAC for an update of the topic at hand. Huntington responded that in 1999 the City performed a community survey of the citizens of Prior Lake asking various questions relating to the City. The LAC is providing questions or topics that would be included in the 2002 survey. The questions are asked of 400 or so randomly selected residents of the City of Prior Lake. Beneke mentioned that the LAC may want to look at the topics written in the 1998 Comprehensive Lake Management Plan for Upper and Lower Prior Lake. The questions are listed in the plan and could be used in the proposed community survey. It is often good to ask the same questions in year to year studies so that trends can be determined. Mirsch mentioned that he has a copy of the 1999 survey and that it was performed by a consulting firm. Mirsch mentioned that we may want to 2 take a look at that to see what lake related questions were asked on that survey. Beneke agreed that using the 1999 survey would be a good idea. Gengler asked if a copy of the 1999 survey can be obtained. Poppler stated that he will send copies of the 1999 survey to the LAC members. Gengler mentioned that we should discuss the questions that each of the members have developed and asked that Huntington begin the discussion. Huntington began reciting the questions she. came up with: · Do you live on the lake, have lake access, or live off the lake? · Do you own a boat or watercraft that you use on Prior Lake? If so, how many? . How often do you use the lake for swimming, boating, fishing, skiing, or picnicking? . How important is the lake to the community? . Do you know of the non-phosphorous regulation? . Do you feel safe when using the lake? . Have you had a boat safety course? . How do you feel about the water quality of the lake? . . Do you feel you have enough information on the water quality of the lake? . Do you use the swimming beaches? O'Keefe added the following questions: . Do you feel like you have access to the lake? · What is you opinion of the 904 lake elevation no-wake level? (After much discussion of the 904 issue, further discussion and thought regarding how to word this question is necessary.) Beneke mentioned that he thought the questions should be as follows: . Do you use the lake? · In what manner do you use the lake? . Are your purposes served? . . If not, what would you suggest to serve those purposes? . Would you be in favor of being taxed to serve those purposes? . Who should control or influence the decisions on the lake? . What is the biggest positive of the lake? . What is the biggest negative of the lake? Gengler added the following questions: 3 . Do you feel the lake is congested? . Do you think that there is enough law enforcement on the lake? . Is there a speed problem on the lake? Mirsch added the following questions: . What is the value of the lake to the community? . Do you use the lake in the winter? Gengler stated that she would write up the lake questions or issues that were discussed and distribute them to the LAC. Beneke reiterated that the Comprehensive Lake Management Plan should be used to formulate the LAC questions used in the community survey. Poppler will find out when the survey questions need to be given to the City. Poppler will distribute the 1999 community survey to the LAC. b. Water Testing at the Beaches: Pop pier stated that E-Coli and Fecal Coliform tests of the beaches were performed in July. The reason the testing was done was because a number of kids ina swimming class developed an illness. The test results showed very little E-Coli or Fecal Coliform. The kids must have gotten sick from a flu-bug or some other manner. The tests were taken at varying depths at Watzl's Beach and Sand Point Beach. Next year's budget includes funds for the testing of the beaches. The tests will be performed on a regular basis next year. Huntington mentioned that it is good that test will be done on a regular basis next year. Mirsch asked if the lifeguards at the beaches are trained to clear the beach area if fecal matter is discovered. Poppler responded he is unsure if the lifeguards are trained for that. Gengler asked if we are going to follow the recommendations of the Ten States Standards for our testing program. Poppler stated that the Three Rivers Parks District has a good plan in place for testing of their beaches. Some work needs to be done over the winter to develop a program for the City beach testing. The Ten States Standards and the Three Rivers Parks District program could be used for developing the City beach testing program. 4 Gengler mentioned that the LAC started the chloride testing program. The specifics of the program need to be given to O'Keefe and Beneke. Poppler will get map of the chloride locations and acceptable level standards to O'Keefe and Beneke. V. OTHER BUSINESS Huntington mentioned that the City Council Uasson is not present at this meeting and has not been present at a lot of the meetings lately. The Prior Lake Association is planning a picnic on October 15, 2002. VI. ADJOURNMENT MOTION BY BENEKE, SECONDED BY HUNTINGTON TO ADJOURN THE MEETING AT 8:30 P'M.
