MINUTES OF THE LAKE ADVISORY COMMITTEE/CITY COUNCIL
WORKSHOP
March 19, 2002
I. CALL TO ORDER
Dale Braddy called the Lake Advisory Committee (LAC) Meeting to order at
6:30 P.M. Members present: Dale Braddy, Charles Gerlach, Lauren
Huntington, Rick Warner, and Shirley Gengler. Others present: Mayor
Haugen, Council members Zieska and Petersen, Marv Mirsch, Assistant City
Manager Sue Walsh, and City Engineer Sue McDermott.
II. REVISIONS TO THE BYLAWS
The proposed changes to the bylaws were discussed. The first revision is a
"housekeeping" item to add a reference to the adoption of the
Comprehensive Lake Management Plan to the preamble.
The second revision that was proposed was to allow excused absences in
the case attendance would fall below the 75% requirement. It was decided
that this revision was not necessary. The key is to contact staff (Sue
McDermott) if unable to attend a meeting.
III. 2001 ANNUAL LAC REPORT
Reviewed the report and discussed 2001 accomplishments.
IV. LAKE LEVELS
Discussed safety iSsues that may arise if the lake levels are low this year.
V. STAFF SUPPORT
Braddy asked the status of the Water Resources Coordinator position.
McDermott informed the committee that the City would be hiring an Assistant
City Engineer and McDermott would be staff representative at this time.

VI. OTHER BUSINESSIDISCUSSION
The LAC discussed 2 issues of concern: 1) Lake speed limits and 2) size of
boats (length and horsepower) allowed on the lake. Discussion regarding
how these issues could be addressed followed. A "Lake Watch" program was
discussed. McDermott will follow up with the Police Chief.
Testing the swimming areas for coliform bacteria levels was discussed.
McDermott will follow up with Paul Nelson to determine who would do this
type of testing. A discussion of potential liability issues followed.
Shoreline erosion was discussed. The LAC proposed visiting the top 10 sites
that were identified in the survey completed last year to see if any
improvements had been completed. A follow-up letter has been drafted and
needs to be sent out. Mirsch talked about a computer program called
"Restore Your Shore" that is available from the DNR. He will write an article
for the Wavelength publication.
New development and building permits on the Lake were discussed. The
LAC would like to receive Planning Commission packets to be informed of
variances as well as new development. McDermott will copy Zoning
Ordinance so LAC can review dock requirements.
The effectiveness of the CLMP was brought up. Braddy informed the
Councilmembers of past discussions regarding the hiring of a Lake Manager.
Also requested that the City consider hiring someone to write grants.
Walsh updated LAC on status of website. When the site is completed, the
CLMP, agendas; minutes will be available on the website.
Mayor Haugen. asked for LAC participation on the long range planning
committee. Also' discussed City-wide goals as it related to lake and natural
resource issues.
VI. ADJOURNMENT
The meeting was adjourned at 8:45 p.m.
