MINUTES OF THE LAKE ADVISORY COMMITTEE
March 18, 1993
The Lake Advisory Committee meeting was called to order on
Wednesday, March 18, 1993 at 6:40 p.m. Members present were:
Dave Moran, Dave Vinlove, and Tom Watkins. City staff members
present were: Water Resources Coordinator Joel Rutherford.
Members absent were: Bill Packer, Pete Patchin, Jody Stroh, and
John Wingard.
Per the Committee's bylaws, a majority of members constitutes a
quorum. Because a majority was not present, no action could be
taken on the items discussed at this meeting.
The first item was a review of the minutes from the last meeting.
The members present agreed with the minutes as written.
The next item was a discussion on the information presented to
the City Council by Stroh and Vinlove. Vinlove indicated that
the presentation went very well. The main comment from the
Council was to remind the Committee that they will need Council
approval for the projects, as they get closer to implementation.

of the peninsula, it was suggested the Committee not proceed with
this project until there are more definite plans for the
development of the park. It was also suggested the Committee
offer support to the enhancement of this area, but not to be
involved in its actual development. However, members agreed if
it becomes a boater's safety issue, then the Committee should get
involved.
Other Business discussed was a presentation by Moran on the
current status of the experimental design proposed by the DNR for
the use of SONAR as a control for eurasian watermilfoil. Moran
felt Prior Lake would not fit into the DNR's criteria for

selecting lakes that would be included in this process. However,
since Prior Lake may be using SONAR next summer to treat eurasian
watermilfoil, it was suggested the DNR be contacted to ask that
Prior Lake be considered as a candidate for the program. Moran
said he would write a letter to the DNR, asking them to consider
Prior Lake for part of their evaluation process.
Another item discussed was the cleanup of the island in Crystal
Bay. Proposed for removal would be the fence on the island, as
well as the trees that are laying in the ice. Vinlove and
Rutherford had talked to DNR Hydrologist Pat Lynch, to ask about
ownership. Because the county has no record of taxes being paid
on the property, Lynch had indicated the State would probably
claim it. Therefore, the DNR would most likely be the agency to
work with. Vinlove agreed to contact Lynch and give him more
information concerning this project. He also said this project
was initiated and and will be performed by the lake association
for which he is a member.
Moran presented information on a bill that some sportsmans' clubs
are trying to get introduced into the legislature. This bill
would require idle power within 200' of any shoreland or in water
less than 15 feet. Moran suggested that if this bill gets
introduced, the Committee should recommend to the City Council,
that they pass a resolution supporting this bill. Moran said
this bill is similar to an objective reported in the Lake Review
Committee's water resources guide.
During this discussion, the subject of enforcement was brought
up. Members talked about current problems, and agreed that
better enforcement on the lake is needed.
The final item was a discussion on current ordinances and laws
that control development on unsewered islands. Rutherford agreed
to assemble, for the next meeting, information from the proposed
rules contained in the new shoreland management ordinance, and
any other existing controls.
The meeting of the LAC was adjourned at 8:30 PM.
