HomeMy WebLinkAbout02/17/93 MINUTES OF THE LAKE ADVISORY COMMITTEE February 17, 1993 The Lake Advisory Committee meeting was called to order on Wednesday, February 17, 1993 at 6:43 p.m. Members present were: Bill Packer, JOdy Stroh, Dave Vinlove, Tom Watkins, and John Wingard. City staff members present were: Water Resources Coordinator Joel Rutherford. Ex officio members present were: Watershed District Manager Bill Dilks. Members absent were: Dave Moran and Pete Patchin. MOTION BY WINGARD, SECONDED BY STROH TO APPROVE THE JANUARY 27, 1993 MINUTES. MOTION CARRIED UNANIMOUSLY. The first item on the agenda was a discussion of the presentation to the City Council. Vinlove and Stroh confirmed they would be giving the presentation on March 1. Members suggested the presentation should be similar to those given in the past. This discussion was followed with recommendations for the committee's objectives in early 1993. The members suggested the improvement of the peninsula at the old railroad crossing. Packer presented information on some historical background of previous efforts to improve this area, along with some of the problems encountered. Members agreed this project should be re-examined due to its high visibility and feasibility. It was suggested the peninsula could be cut down and shaped, not necessarily removed. Watkins mentioned that Parks Director Bill Mangan had three proposals for a proposed park in the area south of the old railroad peninsula. It was the consensus that the committee work with Mangan to develop this property. Rutherford indicated the importance of having input from many groups when classifying the water bodies. It was suggested the members conduct a field trip this summer, prior to classification, to look at the water bodies within Prior Lake. The members discussed the types of education awareness programs that could be implemented. Ideas suggested were: mailings and newspaper articles with information on fertilizers, grass clippings, septic systems, and other environmental awareness programs. Eurasian Milfoil was discussed next, along with information presented by Dilks on the status of the watershed district's project. A review of last year's signing efforts were discussed, including the issue of the DNR removing signs near the Sand Point public access. Dilks noted that the DNR commissioner approved, last summer, the installation of a sign at each access. It was suggested the committee try again this summer to place a sign at each access. The committee agreed to shift the public marina issue from the top of the Water Use list towards the bottom, so that it does not appear as a top priority. Rutherford indicated he would send revised copies of the outline to Stroh and Vinlove. Vinlove suggested a meeting be held prior to March 1, for himself, Stroh and Rutherford, to make final preparations for the presentation to the Council. The next item on the agenda was an update of current projects. Rutherford presented information on various water quality improvements and their status. Members discussed The wilds development and its potential affects on the outlet channel. Other information discussed included grants that may be available. Dilks indicated that the Watershed District, with the U. S. Fish and Wildlife Service, has applied for a grant for a demonstration project for wetland restoration, in the area around Sutton Lake. Rutherford indicated the City has applied for a grant through Section 319 of the Clean Water Act, for dredging of existing ponds around the lake. The meeting of the LAC was adjourned at 8:55 PM. MN 55372 (812) 447-5225 ~ ~/) /'L1;~' 11 .~ ~;I February 18, 1993 City of Prior Lake City Council & City Parks Director Mr. Bill Mangan 4629 Dakota St. SE Prior Lake, MN. 55372 Dear Council members and Mr. Mangan, I requested a copy of the preliminary design from Mr. Mangan of the future park which is to be located at the Wagon Bridge in the City of Prior Lake. I recognize that these plans are preliminary plans and represent future use of the property acquired from Mr. McDonald. They are attractive and could be an asset to the entire community. The purpose of this letter is to notify the Parks Department and the City Council that the designs three (3) all show use age of property that I own. The parcel that I own is PID # 25-935041-0, the deed for this property is filed of record in Scott County Recorder's Office and is notice to the public of my ownership interest. I have a registered property survey that was performed by Valley Engineering. You are welcome to have a copy of this survey. I hereby authorize Valley Engineering to release a copy of the survey of the old Chicago-Milwaukee RR property to the City of Prior Lake. You will have to present a copy of this letter to Valley Engineering in order to receive a copy of the survey. Prior to developing any furthur plans or incurring any undue costs a survey of your property should be performed so that the City Counce I together with the City Parks Department has accurate boundaries to develope a good land use plan. I would appreciate the City of Prior Lake sending me a copy of the minutes where this letter is presented to the City Council.
