January 19. 1994 at 7:00 p.m. Members present were: Bill Packer. Peter Patchin. Jody Stroh, Thm Watkins, and John Wingard. Council Members present were: 'Ibm Kedrowski. City staff members present were: Water Resources Coordinatol' Joel Rutherford. Members absent were: Dave Moran and Dave Vinlove. .:. The fIrst item on the Agenda was to approve the ~iplt:::pf the meeting of January 5, 1994. An error with the meeting dates was noted; it ~:~I~~::i'eaa::::1;~I~~ 19" - not "January 12". MOUQS?'CARRIED UNANIMOUSL~ "The next item was to discuss t'Hiitesults of the Public Hearing which was held on January 18, 1994. Members expressed their thoughts and opinions of the comments heard. and of the proposal suggested by the Council. Members discussed the process of getting approval from the DNR for the proposed ordinance. Concerns for items which were different than those included in the DNR's guidelines were discussed, especially the provision of "one hour after sunset" versus "sunset". There was a discussion concerning what type of signing would be required after an ordinance is approved by the DNR and adopted by the City. There was a suggestion that local DNR enforcement officer be notified prior to installing the signs, to minimize potential problems. Members agreed good education will be neccessary to make the ordinance effective. It was suggested that flyers be produced and available for lake users to inform them of these new restrictions on the lake. Councilmember Kedrowski suggested monitoring winter and summer lake activities, and especially enforcement, to provide a more effective means of determining problems which currently exist. He suggested any data from the Sheriff should be forwarded to the LAC, to help members evaluate lake activities and problems. Councilmember Kedrowski and LAC members discussed a prop~sal to have the City enforce the lake. There was also a discussion of the various problems on the lake, including those which are occurring at the access on Lord's Street. Councilmember Kedrowski expressed his thoughts on the recent ordinance and some of the problems he feels will be associated with enforcing it. The meeting of the LAC was adjourned at 8:30 PM.
