HomeMy WebLinkAbout01/14/03 MINUTES OF THE LAKE ADVISORY COMMITTEE January 14, 2003 I. CALL TO ORDER Dale Braddy called the Lake Advisory Committee (LAC) Meeting to order at 5:30 P.M. Members present: Dale Braddy, Shirley Gengler, Dan O'Keefe, Brad Beneke, and Harry Alcorn. Others present: Chad LeMair, City Council Member; Jack Haugen, Mayor; Frank Boyles, City Manager; Sue McDermott, City Engineer; Larry Poppler, Assistant City Engineer. II. CONSIDER APPROVAL OF THE OCTOBER 22,2002 MEETING MINUTES MOTION BY GENGLER, SECOND BY O'KEEFE TO APPROVE THE OCTOBER 22, 2002 MEETING MINUTES. UPON A VOTE TAKEN, MOTION PASSED UNANIMOUSL Y. ~, III. OLD BUSINESS a. Committee History: Boyles shared some insight into the history of the Lake Advisory Committee. He showed the organizational tree of the City. The LAC reports to the City Council. The Lake Advisory Committee has been instrumental in the development of policy decisions regarding surface water ordinances, lake access, and others. The Lake Advisory Committee's purpose is to research the issues, report to the City Council findings, and offer recommendations. Alcorn mentioned that he would like to view the minutes of previous meetings and look at the lake access study. McDermott stated. that she would provide the 1994 Lake Access Report to all committee members. Review Bylaws: Boyles reviewed the bylaws of the Prior Lake Lake Advisory Committee. Boyles highlighted areas of importance and mentioned that each committee member should review the bylaws if they are unfamiliar with them. IV. NEW BUSINESS: a. 2020 Vision / Strategic Plan Boyles Highlighted the pertinent items of the vision elements and tactical action plans from the 2020 Vision and Strategic Plan. The vision elements included: 1. Adopt and implement a plan to preserve and maintain surface water quality. 2. Implement a Comprehensive Lake Management Plan for Prior Lake. 3. Adopt Comprehensive Lake Management Plan for other lakes within the City cooperatively with the Watershed District. 4. Adopt a program which ensures lake access and responsible lake utilization. The tactical action plans included: 1. Contract with a firm to prepare a surface water quality plan for the City. 2. Work with the Lake Advisory Committee to complete Capital Improvement projects relating to storm water. 3. Work with Watershed on preparing a management plan for all City Lakes. 4. Develop a committee of appropriate parties to develop long-range recommendations for lake access and use. Haugen added that the LAC plays an important role and thanked the members of the LAC. The LAC watched the video "Prior Lake Vision 2020". Boyles mentioned that if anyone would like a copy of "Prior Lake Vision 2020" just stop into City Hall and pick one up. b. Capital Improvement Program 2004 - 2008 2 ~ Boyles gave a synopsis of the Capital Improvement Program (CIP) for the City in terms of water resource projects. The water resource projects included in the CIP are pond dredging, lake bank stabilization, and storm drainage improvements. Each of these three budget items is dedicated a yearly budget. The specific projects within the budget can be moved up or delayed based on citizen input and LAC recommendations. McDermott added that the lake bank stabilization projects are completed. The projects were completed for a fraction of the estimated cost. V. OTHER BUSINESS McDermott mentioned that the next LAC meeting, scheduled for February 18th, is in conflict with the City Council meeting due to the President's Day holiday. McDermott asked if the meeting should be held the following week or a different day during the week of February 1 ih. Braddy replied that it would probable work best the following week on February 25th. The LAC agreed with Mr. Braddy. The meeting will be held at the Fire Station at 6:30. McDermott passed out the agenda for the Sustainable Lake Management meeting on Thursday January 9th. Gengler asked whether the committee members met with the wake- boarders. O'Keefe mentioned that the wake-boarders were unavailable until February. Braddy mentioned that one of topics the LAC should look at this year is the placement of docks at the parks for boat docking. McDermott mentioned that could be an item added to the Capital Improvement Program. Braddy mentioned that the LAC members should think about this and other possible topics that the LAC should address this upcoming year. McDermott asked that the LAC review the Comprehensive Lake Management plan as well, for planning of items that the LAC would like to discuss in 2003. Gengler asked that McDermott inform the LAC which items have been completed to date. McDermott will inform the LAC which items were complete. 3 r-- Gengler asked if someone could check with the Watershed District about whether carp will be harvested in Prior Lake. McDermott stated she would check with the Watershed on that topic. Gengler asked if the LAC member list is updated with the new members. McDermott mentioned that she would distribute the revised list. VI. ADJOURNMENT MOTION BY GENGLER, SECONDED BY ALCORN TO ADJOURN THE MEETING AT 7:00 P.M.
