MINUTES OF THE LAKE ADVISORY COMMITTEE
January 5, 1994
The Lake Advisory Committee meeting was called to order on Wednesday, January 5,
1994 at 6:45 p.m. Members present were: Bill Packer, Dave Moran, Dave Vmlove, Thm
Watkins, and John Wingard. City staff members present were: Water Resources
Coordinator Joel Rutherford. Members absent were: Jody Stroh and Peter Patchin.
The first item on the Agenda was to approve the Mip':'y'~es of the meeting of November 17,
1993. Bill Packer indicated the minutes did not:dnl~ct that Rutherford was asked to

The next item was a discussion of the Annual Report to be presented to the Council on
January 18, 1994. Dave Vinlove agreed to present the annual report if needed. Rutherford
indicated he would discuss this item with the City Manager, to determine if a presentation
is necessary, or just have the Council comment and ask questions.

The next item was a discussion on the goals and objectives for 1994. Rutherford was asked
to create a draft of the 1994 work program. The members requested the following
suggestions be incorporated into the document:
1. Outlet channel evaluation/improvements;)
2. Create liaison with the watershed district;
3. Monitoring and education tied to any new ordinances dealing with surface use
regulations;
4. Other education programs; . ontinue to investigate upstream ponding. 11
Rutherford indicated he would prep draft for the next meeting on JanUa~1994.
The next item was to change the meeting date for the February meeting. Members agreed
to change the meeting date from February 16 to February 23.
Rutherford presented the members with information on what changes are included in the
"permanent rules" of the Wetland Conservation Act (WCA). A short discussion followed on
how the WCA has affected developments in the last as well as anticipated impacts to
future developments.

In order to keep high wate#events to a minimum, the Lake Review Committee's report
suggested a study be conducted which would evaluate the feasibility of storing excess
water in upstream retention areas. Their report also suggested a pipe be installed, to
replace the open ditch, as part of the outlet system, to control erosion. A cooperative
agreement needs to be reached between the various agencies along the outlet system,
including the Cities of Shakopee and Prior Lake, the Prior Lake/Spring Lake Watershed
District, and the Lower Minnesota River Watershed District. This agreement would
clarify procedures and responsibilities relating to the outlet.
In 1993, the LAC briefly evaluated the problems associated with storing excess water in
upstream retention areas. A more complete study was not completed because of time
limitations. A goal for 1994 will include continuation of this study to determine the
estimated costs, impacts, and funding mechanisms to implement this type of project.

~ ~~. the damage which occurs along the lake shore, an evaluation of existing
restrictions should be evaluated, along with changes to existing standards. Damage
resulting from high water is generally caused by inadequate design of structures and
landscaping which has been installed near or below the 904.0' elevation. Increased
monitoring and enforcement, especially when lake levels are low (when many of these
inadequate systems are installed), would certainly help reduce this type of problem.
A goal for the LAC is to work with the Watershed District and City Council to evaluate
existing procedures and standards, and to investigate how they can be applied or
enhanced to improve their effectiveness.
Water Use Enhancements
The Lake Review Committee recommended several suggestions for improving the safety
and recreational enjoyment for users of the lake. These suggestions included: adopting
ordinances to limit sound levels, developing an education and safety awareness program,
and evaluating the restrictions in the city code.

During 1993, the LAC reviewed existing city:~:~9.f4.PHmces which regulate surface water

In 1993, the City began charging a storm water utility fee to assist in installing storm
sewer projects for which funds would not normally be available. The LAC recommended
that part of those funds be used to create a staff position which would be responsible for
implementing these projects, as well as other programs, designed to improve water
quality.
In 1994, there are funds budgeted for some of the projects identified to help improve
water quality. These projects include the following:
1. Dredge existing sedimentation ponds. The maintenance of these facilities is
necessary to restore the nutrient removal efficiencies of these ponds, which
over the years have accumulated sediment.

2. Impoundment structures to decrease the rate of outflow leaving basins which
ultimately flow to the lake. These structures will improve water quality by
reducing erosion and by improving the removal efficiencies of the basins
where the impoundment structures are installed.
The slow no-wake buffer zone included in the proposed ordinance would improve water
quality by reducing erosion along the shore.
Additional programs will be implemented in 1994.The following are items of higher
priority:
Labeling catch basin grates with a phrase similar to "FLOWS TO LAKE" to
alert residents that debris (grass clippings, leaves, motor oil) dumped or
drained into the street or catch basin, will end up in the lake.
Education geared towards providing information to residents, suggesting
ways they can improve water qualitY~,~ll water bodies in Prior Lake.
