CALL TO ORDER: The Lake Advisory Committee meeting was called to order on Wednesday, May 18, 1994 at 6:39 p.m. Members present were: Chair Jody Stroh, Tom Watkins and John Wingard. City staff present were: Public Works Director Larry Anderson, Water Resources Coordinator Lani Leichty and Engineering Technician Jeff Evens. Members absent were: Bill Packer and Peter Patchin. 2. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING: MOTION BY WATKINS, SECONDED BY WINGARD TO APPROVE THE APRIL 20, 1994 MINUTES. MOTION CARRIED UNANIMOUSLY. 3. INTRODUCTION OF LANI LEICHTY WATER RESOURCES COORDINATOR/MUNICIPAL ENGINEER: Public Works Director Anderson introduced the new Water Resources Coordinator Lani Leichty to the Committee. A work program will be presented at the next meeting stating the Water Resources Coordinator's goals and objectives for the remainder of 1994. 4. UPDATE ON SURFACE WATER ORDINANCE: Jeff Evens provided a memo and update on the ordinance. DNR plans to send their recommendations to the City no later than May 20. 1994. If there are not further changes to the ordinance by the City, DNR will recognize it as is. Once the Council adopts the revised ordinance, it can go into effect. 5. EURASIAN WATER MILFOIL: Lani Leichty provided an update on the Watershed District's plan on treatment for 1994. The District plans to hire a high school girl to locate eurasian milfoil. She will start her work at the end of May and work for approximately 6 weeks. ActuallreaU11ent will take place mid to the end of June with a goal of t1nishing by July 4th weekend. Funding will be from left over tax levy money from last year and $2,mO appropriated to the Watershed from the DNR this year. 6. BYLAWS UPDATE: The City Council approved the Bylaws as recommended by LAC on May 16: 1.) Approved the Committee having 7 members. 2.) Approved the change in its meeting date to the third Wednesday of the month. 3.) STORM WATER MANAGEMENT PLAN UPDATE: Anderson updated the Committee and stated that before the plan could be completed City Council would need to determine the urban service area and land use, which may not be determined before the first of the year. In the mean time, City staff will work on completing plan policy, erosion control and other areas which won't be affected by Council's decision. 8. PRIOR LAKE/SPRING LAKE DISTRICT LONG TERM OUTLET PLAN: Anderson and Leichty discussed with the Committee: 1.) 2.) 3.) Long term maintenance of outlet channel. Short and long range forecasting of flows to the channel, and how much flow capacity on a long term basis. Funding options for improvements. 9. OTHER BUSINESS: Other business discussed was a petition submitted by Chuck Pavlish to the City concerning water craft on Pike Lake. It was decided that City staff would look into this matter further and that Chair Stroh would invite Chuck Pavlish to the next LAC meeting to discuss this issue. Other business included a discussion on the status of public accesses to Prior Lake. City staff will bring a list of accesses to the next LAC meeting. 10. Sept '94 Oct. '94 WRCWP.ENG CITY OF PRIOR LAKE WATER RESOURCES COORDINATOR WORK PLAN 1. Prepare a Surface Water Management Plan which will be incorporated into the City's Comprehensive Plan. The plan will include a method for implementing water quality improvements for new construction and existing developed areas. 2. Develop a five year Capital Improvement Program to implement the Surface Water Management Plan. 3. Review funding sources to provide adequate funding for implementing the Capital Improvement Program. 4. Monitor developer, city and county projects to insure compliance with the Surface Water Management Plan. Both design and construction would be reviewed and monitored. 5. It is the Prior Lake/Spring Lake Watershed Districts responsibility to maintain and implement improvements to the Prior Lake outlet channel. Along with developing upstream water retention to stabilize water levels on Prior Lake and Spring Lake. The LAC will encourage and support the Watershed District in these efforts. 6. Assist Watershed District and Minnesota Department of Natural Resources in treating Eurasian water milfoil. 7. Provide educational material to property owners to minimize lakeshore erosion. 8. Provide educational material to property owners on lawn care techniques and disposal of debris to improve water quality. Work with Department of Natural Resources to obtain approval of Surface Water Ordinance, and monitor the effectiveness of the ordinance. Request Scott County Sheriffs Department to provide information such as hours patrolled and number of citations issued. Provide public education on the ordinance. 10. Numerous public accesses exist around Prior Lake and Spring Lake. The LAC will investigate problems concerning individual accesses using the study plan provided by the Council. 11. IV. 1994 PRIOR LAKE - LAKE ACCESS STUDY - Work Item Identify Public /Private Accesses around the lake including location, restrictions (if any), parking, type of access, ownership, etc. Identify those which have had problems including types of problems (i.e., vandalism, refuse, accidents, disturbing the peace, parking, etc.) Identify DNR standards for: Number of Public Accesses including how calculated. Standards for access, i.e. - proximity to residential, parking spaces, lighting, signage, hours of operation, screening, etc. Are more/less accesses needed? If more, what is the most suitable location(s). If less, which existing access( es) should be closed. V. Report preliminary findings to City Council. VI. Publicize findings and receive public input. VII. Provide final report and recommendations to City Council for consideration. IV. SURFACE WATER ORDINANCE UPDATE: A report from the Scott County Sheriffs Department was handed out which summarized the amount of hours patrolling the lake, and the number of warnings and citations issued. MOTION CARRIED UNANIMOUSLY. PRIOR LAKE PUBLIC ACCESSES: The Committee reviewed the public accesses and decided to categorize them into the following classifications: 1) Scenic Overlook; 2) Winter Access; 3) DNR Public Access; 4) Vacate the Access; 5) Remain as is; 6) Other. There was a discussion as to whether there was adequate parking at the public accesses. According to the DNR, there should be one parking space per 20 acres of lake surface, which would constitute 57 parking spaces. Currently there are 40 parking spaces provided. There was discussion as to where an additional access or parking could be added. Watkins felt that all spur accesses should be vacated and a third access option be investigated at Lakefront Park. Staff agreed to check into this option further, and also check to see if additional parking could be added at the Dewitte public access. The committee discussed the Lords Street access and the possibilities for this access. The committee agreed that a legal opinion should be obtained and the final decision lived with. Mr. & Mrs. David Hunt gave a brief history on the original ownership of the Lords Street access. They are the current owners of the access property, and agreed that the City should obtain a legal- OpInIOn.
