MINUTES OF THE LAKE ADVISORY COMMITTEE
July 20, 1994
I. CALL TO ORDER: The Lake Advisory Committee meeting was called to order on Wednesday,
July 20, 1994 at 6:39 p.m. Members present were: Chair Jody Stroh, Pete Patchin, Tom Watkins
and John Wingard. City staff present were City Engineer Larry Anderson and Water Resources
Coordinator Lani Leichty. Public attendees were Chuck Pavlish and Mr. & Mrs. David Hunt.
Only one member was absent: Bill Packer.
II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING AND MINUTES OF
SPECIAL MEETING HELD JUNE 21, 1994:
MOTION BY WINGARD, SECONDED BY STROH, TO APPROVE THE JUNE 15 AND
JUNE 21, 1994 MINUTES. MOTION CARRIED UNANIMOUSLY.
III. PIKE LAKE PETITION DISCUSSION: Petitioner, Chuck Pavlish, shared with the Committee
his concerns about the impacts water craft use has on Pike Lake and the resulting effects. Mr.
Pavlish submitted a petition to the City on May 5, 1994 which requested that an ordinance be
implemented which would read, "All surface waters of Pike Lake shall permanently be restricted
to non-motorized vehicle usage only". To substantiate the need for an ordinance, he reiterated the
following arguments as outlined in the petition:

harassment of nesting and feeding birds would decrease;
it would help prevent wake shore erosion;
it would help preserve cottonwood and other trees weakened in times of high water
levels; and
it will help preserve the unique character of Pike Lake as an environmental lake in a
growing urban area.
In the spring there were several people water skiing on Pike Lake. It was found out that the skiers
had taken out a permit with Scott County to erect a slalom course. Since receiving the petition,
the sheriff has revoked the permit and the slalom course has been removed.
Another concern of Mr. Pavlish was the sediment and pollutants Pike Lake was receiving due to
erosion from an animal feed lot east of the lake. Leichty mentioned that he would contact the
MPCA concerning this matter.
A MOTION WAS MADE BY WATKINS, SECONDED BY STROH, TO SUBMIT THE
PETITION TO COUNCIL. THE MOTION PASSED UNANIMOUSLY.
The scheduled date for presentation to the Council will be September 6, 1994. If Council agrees
with the petition, a water surface use ordinance application to be submitted to the DNR will be
prepared at that time.

IV. SURFACE WATER ORDINANCE UPDATE: A report from the Scott County Sheriffs
Department was handed out which summarized the amount of hours patrolling the lake, and the
number of warnings and citations issued. It was the consensus among the Committee that boater
responsiveness to the new ordinance seems to be on the rise.
MOTION BY WATKINS, SECONDED BY PATCHIN, TO ACCEPT THE REPORT.
MOTION CARRIED UNANIMOUSLY.
V. PRIOR LAKE PUBLIC ACCESSES: The Committee reviewed the public accesses and
decided to categorize them into the following classifications:
1) Scenic Overlook;
2) Winter Access;
3) DNR Public Access;
4) Vacate the Access;
5) Remain as is;
6) Other.
There was a discussion as to whether there was adequate parking at the public accesses.
According to the DNR, there should be one parking space per 20 acres of lake surface, which
would constitute 57 parking spaces. Currently there are 40 parking spaces provided. There was
discussion as to where an additional access or parking could be added. Watkins felt that all spur
accesses should be vacated and a third access option be investigated at Lakefront Park. Staff
agreed to check into this option further, and also check to see if additional parking could be added
at the Dewitte public access. The committee discussed the Lords Street access and the
possibilities for this access. The committee agreed that a legal opinion should be obtained and
the final decision lived with.
Mr. & Mrs. David Hunt gave a brief history on the original ownership of the Lords Street access.

VI.
EURASIAN MILFOIL UPDATE: Patchin mentioned that the official word from the DNR on
milfoil is that if it is left alone it will stabilize by itself. Leichty said that Jerry Meysembourg will
be attending the August meeting to talk about the successfulness of this year's treatment and
about HANDING over some of the research responsibilities pertaining to milfoil to the
Committee.
VII. OTHER BUSINESS: Wingard mentioned that he is on the Citizen's Advisory Committee to the
Prior Lake/Spring Lake Watershed District. If the LAC members have any suggestions or
recommendations regarding the District, Wingard would be pleased to pass them on.

Lake Access Study

The following is an inventory of accesses to be used in the study to be given to City Council
to determine which should be considered as "long term" accesses and which should be closed or otherwise
restricted. The suggested designations are as follows: DNR Public Access, Scenic Overlook, Winter
Access, vacate the access.
1) Lot 3 - Sunset Trail
City owned lot which has a storm sewer line running through the middle of it. The sewer outlets 10ft.
from the waters edge. No parking is available. A 1 to 2 course retaining wall exists along the waters
edge of the property. The land has a gradual slope and is mowed.
Suggested Classification: Scenic Overlook; provide a split rail fence on both sides to define property
boundaries. Sale 10ft of south side of lot 3 back to the property owner (Verify situation). Vacate the
waterfront property on the Sunset Shore subdivision.

2) Lime Road - South
The channel between Spring Lake and Upper Prior Lake runs through the property. Apple trees and
evergreens have been planted. No parking is available, unless parked on Lime Rd. There is a street light
1 0 ft. west of the Lime Rd. centerline on the south side of Spring Lake Rd.
Suggested Classification: Vacate the property. 0 5

3) Terrace Circle - South
Posted "Absolutely No Boat Launching" along with a sno-mobile sign with a slash through it. Flat graded
gravel road to the lake. No parking available.

4) Eighth Street
Property has a storm sewer line running through it to the lake. No parking available, except on Center
Road. Property is fully wooded. There are two vacant lots to the east. A mowed trail meanders through
the property to the lake.
Suggested Classification: Scenic Overlook or vacate the property while retaining a utility easement for
the storm sewer. A trailway could maintained down to the lake with picnic tables or a gazebo if the Scenic
Overlook classification is chosen.

5) Seventh Street
Street easement between house no's 2906 and 2940. There is private platted property behind homes
2940 and 2952. A curb opening exists with a dirt lane which goes through the woods. No street lights
exist. Parking is available on Center Rd.

6) Terrace Circle - North
Terrace Circle roadway easement extends from the end of the cul-de-sac to the lake. The two adjacent
neighbors mow the grass on the property. Side street parking is available on the half block of Terrace
Circle. No street lighting exists. A fire hydrant exists at the cul-de-sac end along with a catch basin which
outlets at the lake shoreline.
Suggested Classification: Scenic overlook or Eca~the property and retain a utility easement for the
storm sewer.

7) Lime Road - North
Curb and gutter ends at the cemetery entrance. The cemetery is on the east side of the property. No
street lights exist. There is a shed (owners to the west) sitting on the north end of the property.

8) Monroe Ave. & Kent St.
Public property is at the northwest intersection of these two streets. The streets are posted "No Parking".
There is no street lighting. A gravel path leads down off the road to the shoreline. There is a dock and a
boat lift next to it in the water which appear to be private property.

9) West Ave.
Street dead ends with a gate crossing which is locked. The road is paved down to the water. The street
is posted "No Parking". No street lighting exists. The gate is painted diagonally orange and white.

10) Quaker Trail
Street ends with a 90 degree bend to the south. There is approximately a 30 ft. strip of grass between
the pavement and the water to the south. On the east side there is a 5 ft wide strip of land before it drops
4 ft to the water. The area is mowed by the adjacent owner. A boat lift has been placed in the water
which is probably the adjacent property owners. No street lighting exists and parking is restricted due to
limited amount of space in the area.

11) Lords Street Access
This access has been used historically in the past to gain access to the lake. The street is posted "No
Parking" and there is no street lighting. A gravel drive exists on the north side of the road which has a
dead tree blocking the access. A letter dated April 5, 1994 from Frank Boyles was written to Walter Jobst
the neighborhood representative of the access at the time. The letter outlined a tentative agreement on
the use of the access, which basically restricted it to winter usage. Since that time the property has been

12) Pine Road
Paved road down to the watersedge with a chain across the road and a sign saying "Private Property". It
is also posted with two other signs reading "No Public Lake Access" and "No Parking". There is no street
lighting.

Suggested Classification: Vacate the roadway easement and retain the utility easement.

13) Sand Pointe Beach Access
This is a DNR public access. There are 15 parking spaces in the east lot and 13 spaces in the west lot
for a total of 28.
Suggested Classification: Remain as is, DNR Public Access. Possibly make this the winter access also
instead of the paved trail to the east in the park. There may have been an agreement with the DNR that
winter access would not be allowed at this access.

14) Winter Access at Sand Pointe Beach
At the entrance to the paved road leading down to the lake is a double swing gate and two signs which
read "No Motorized Vehicles Allowed". There is no lighting, but ample parking in the gravel parking lot.
Suggested Classification: Emergency Access only. Move winter access over to the DNR Public Access.

15) Shady Beach 2nd
Roadway easement platted off of Shady Beach Trail. A portion of the property is wooded with driftwood
and garbage in this area. The property owner to the west mows up to the tree line. There is no street
lighting.

16) Shady Beach (Sportsman's Access)
Gravel lane leading down to the lake. Posted "Residential Neighborhood - Please Reduce Noise and
Litter - Beach lane Closed Daily From 11 PM - 6 AM Thankyou - Prior lake Sportsmen Club - City of Prior
lake". Posted "No Parking". There are no street lights. The area is delineated with wood posts and
cable for the length of the lane.

17) Watersedge Trail (Boudins Manor 2nd)
Cul-de-sac on the north and south sides of the channel leading to bay next to Boudins Manor. Posted
"No Parking with no street lighting. The land between the pavement and the water is approximately 5 ft.
wide and wooded. There are slow-no wake buoys in the channel.

18) Cove Ave (Kneafsey's Cove)
Road is paved to within 25 ft of the waters edge and is posted "No Parking". There is one street light.
Residents stated that in the winter snow plows push snow to the end of the driveway blocking access to
the lake. Some fishermen use the access in the winter when it is open.
Suggested Classification: Scenic overlook 0 vacate the waterfront back to the lot owners of Kneafsey
Cove and maintain the public roadway; post the roa "No Public Access".
COMMENTS:
19) Flint Road (Maves First lake Addn.)
Road is posted "Private Drive No Thru Street" and "Dead End". No parking is available and no street
lights exist. There is a fire hydrant at the end of the drive. From the end of the pavement to the shoreline
there is approximately 100 ft of grass that is maintained by the adjacent home owners. At the shoreline
there is a rock and a wood retaining wall.
Suggested Classification: Remain as is, Private Drive. Vacate the waterfront back to the lot owners of

20) lot 34 of Red Oaks
Lot 34 of Red Oaks was dedicated to the public in the original plat along with the waterfront.
Suggested Classification: Vacate Lot 34 and remaining waterfront that hasn't been vacated.
COMMENTS:
