MINUTES OF THE LAKE ADVISORY cOMMITIEE
December 14, 1994
I. CALL TO ORDER: The Lake Advisory Committee meeting was called to order on
Wednesday, November 16, 1994, at 6:40 p.m. Members present were: Marianne
Breitbach, Doug Larson, Tom Watkins, and John Wingard. Members absent were
Bill Packer, Pete Patchin and Jody Stroh. City staff present were: Water Resources
Coordinator Lani Leichty. Also present was Jerry Meysembourg representing the
PUSL Watershed District.
II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING: The first
item on the Agenda was to approve the meeting minutes from November 16,1994.

MOTION BY WATKINS, SECONDED BY WINGARD, TO APPROVE THE
NOVEMBER 16, 1994 MINUTES. MOTION PASSED UNANIMOUSLY.
EURASIAN MILFOIL MANAGEMENT PLAN: The next item in the Agenda was
to prepare the 1995 Eurasian Milfoil Management Plan. Meysembourg brought the
new members up to date on the current milfoil situation, what has been done in the
past and where it currently is. Leichty provided a draft plan that was used as a
guideline for the committee. After discussion among the members as how to
approach this problem, it was brought up that the DNR has set up guidelines which
would limit the possibilities that can be tried.
The committee proceeded to go over each point in the draft plan. The following is a
summary of the changes that were made to the draft: 1) Make it clear that the 15%
littoral area that can be treated includes all nuisance weeds, not just eurasian
milfoil, 2) Do not restrict the alternatives to be tried by listing specific rates of
application of herbicide or the dates that treatment can be done, but leaving room
for flexibility in these areas, 3) Leaving the area of public education to providing
articles in the newspaper and the "Wave Length" and eliminating brochures for now,
due to expense of preparing brochures and their effectiveness.
Attached is the draft copy of the "1995 Eurasian Milfoil Management Plan" that
Council will review at their workshop.
OTHER BUSINESS: The next item of business was to review the 1995 Goals and
Objectives for the Lake Advisory Committee. A draft set of goals was prepared by
Leichty and discussed by the members. The major change in the draft was to reword
Goal 5 from reading "Prepare a Long Term Strategic Plan for managing milfoil" to
"Prepare a Long Term Strategic Policy for managing milfoil". The reason for the
change was twofold: 1) managing milfoil is unique for each lake and is a fairly new
problem to Minnesota lakes, there are a lot of variables involved which would make
preparing a plan difficult, 2) the rules regarding treatment tend to change from year
to year and new methods of treatment are currently being tested which may be
allowed in the future.

1995 EURASIAN MILFOIL MANAGEMENT PLAN
GOAL:
CONTAIN MIL FOIL IN LOWER PRIOR LAKE AND SLOW/PREVENT ITS
SPREAD INTO UPPER PRIOR LAKE AND SPRING LAKE.
GUIDELINES:
1. MAINTAIN A MAPPING RECORD OF INFESTED LOCATIONS.
A. Show location, size and treatment history for infested areas which will be
updated yearly.
2. IDENTIFY AREAS TO BE TREATED EACH YEAR.
A. If state funds are to be used treatment must benefit the public as a whole. Areas
that can be treated are public accesses providing access to open water.
B. Only 15% of the littoral area of the lake can be treated, which includes all
nuisance weeds. Total treatment of all weeds is limited to 15% of the littoral
area.
C. Create a map for the area to be treated with enough ties so that the area can
easily be relocated for future inspections.
D. Inspect the area prior to treatment, inventory the site as to the percent of weed
infestation, plant size, etc.
1. Use volunteer divers to inventory the area to be treated and provide
them with free air.
E. Identify test plots which will be used to determine ideal application rates and
overall results of various treatments for Prior Lake.
1. Try alternative application rates of herbicide on test plots to determine
the optimum quantity.
F. Use volunteer divers to follow up with a post-treatment data inventory to
determine the effectiveness of the treatment.
G. Identify a test plot for planting of monocots.
3. IDENTIFY THE BEST SUITABLE TIME PERIOD FOR HERBICIDE APPLICATION.
A. Treatment should be done in late spring to early summer during the optimum
treatment conditions. Water temperature should be near 10 degrees Celsius (50
deg. F.) before application is started. The desirable dates for application are
before July 4th and preferably before June 15.
4. KEEP THE PUBLIC INFORMED ABOUT THE STATUS OF THE TREATMENT
PROGRAM.
A. Place articles in the newspaper providing updates on the current practices and
treatments of mi/foil.
B. Place articles in "Wave Length" about the mi/foil plan.

management decisions for managing mil foil.

A draft of the LAC annual report has been completed. This agenda item has
been added to allow members an opportunity to review and comment on this
draft. It will also allow members an opportunity to discuss how it will be
presented to the City Council.
V. DISCUSS GOALS AND OBJECTIVES FOR 1995
The 1995 Goals and Objectives should be reviewed and discussed. City
Council has requested that the LAC meet with them at a joint workshop to
discuss 1995 goals and objectives on Monday, March 6, 1995.
VI. OTHER BUSINESS

At the December 14, 1994 Lake Advisory Meeting the committee along with Jerry
Meysembourg of the Watershed District worked on the 1995 Eurasian Milfoil
Management Plan and reviewed a list of goals and objectives for the LAC in 1995.
Attached is a copy of both for Councils review during their workshop. We would
appreciate any comments or suggestions you or Council may have regarding either of
these draft documents.
