MINUTES OF THE LAKE ADVISORY COMMITTEE
March 22, 1995
I. CALL TO ORDER: The Lake Advisory Committee meeting was called to order on
Wednesday, March 22, 1995 at 6:37 p.m. Members present were: Chair Jody Stroh, Marianne
Breitbach, Doug Larson, Tom Watkins, and Bill Packer. Others present were Water Resources
Coordinator Lani Leichty. Members absent were: John Wingard. Ken Larson, selected as a Lake
Advisory Committee member in 1995, has resigned from the committee to become a Prior
Lake/Spring Lake Watershed board manager. There is currently an opening on the Lake Advisory
Committee membership.
II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING: The first item on the
Agenda was to approve the Minutes of the meeting of February 22, 1995.
MOTION BY WATKINS, SECONDED BY LARSON TO APPROVE THE FEBRUARY
22, 1995 MINUTES. MOTION CARRIED UNANIMOUSLY.
III. 1995 EURASIAN MILFOIL MANAGEMENT PLAN: The next item discussed was the 1995
Eurasian Milfoil Management Plan. No comments were made regarding the 1995 plan.
IV. LONG TERM STRATEGIC POLICY FOR MANAGING MILFOIL: The next item of
discussion was the Long Tem1 Strategic Policy For Managing Milfoil. Bill Packer suggested that
a point be added under Policy 2 which would read, "This policy is based on past treatment efforts,
funding mechanisms will need to be evaluated on a yearly basis to to determine if future needs
will be adequately met".
MOTION BY PACKER, SECONDED BY LARSON TO APPROVE THE 1995 EURASIAN
MILFOIL MANAGEMENT PLAN AND THE LONG TERM STRATEGIC POLICY FOR
MANAGING MIL FOIL AS AMENDED. MOTION CARRIED UNANIMOUSLY.
V. 1995 GOALS AND OBJECTIVES: The next item was a review of the goals and objectives for
1995. Members discussed and decided to add two additional goals which would be numbers
eleven and twelve and read as follows:
11. Monitor the list of projects which are funded by the storm water utility fee to be
worked on by the water resources coordinator.
12. Inspect and evaluate all storm water outlets to Prior Lake to determine if any
improvements need to be made which may have been caused by erosion, sedimentation,
or vandalism.
MOTION BY LARSON, SECONDED BY PACKER TO APPROVE THE 1995 GOALS
AND OBJECTIVES AS AMENDED. MOTION APPROVED UNANIMOUSLY.
VI. MAPPING OF MILFOIL TREATMENT AREAS: The committee, after looking at the
infestation and treatment maps for the years of 1992, 1993 and 1994, that the treatment for 1995
would be pretty much the same as 1994. The areas treated in 1994 were navigation channels and

bays. With the current restrictions on treatment areas by the DNR, not much more can be done
than what was treated in the past year.
VII. OTHER BUSINESS:Members were reminded of the April 3rd workshop with the City Council
at 5 :30 p.m. Leichty passed along to the members comments that Wingard made to him
regarding the Watershed's upcoming activities. The Watershed will be approaching farmers in
the Lydia area to see if any are interested in wetland restoration projects. Also, a lawn care
workshop will be held Monday, April 3rd at 7:00 p.m. to educate the public on proper fertilizer
use.
VII. ADJOURNMENT:

p.m. at Fire Station No.1, 16776 Fish Point Road.
