CALL TO ORDER: The Lake Advisory Committee meeting was called to order on Wednesday, August 16, 1995 at 6:38 p.m. Members present were: Chair Jody Stroh, Marianne Breitbach, Doug Larson, Bill Packer and Tom Watkins. Others present from the Scott County Sheriffs Department: Bill Nevin, Pat Morgan and Jeff Swedin; and Water Resources Coordinator Lani Leichty. Members absent were: Tom Kearney and Rick Warner. II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING: The first item on the Agenda was to approve the Minutes of the meeting of July 19, 1995. MOTION BY WATKINS, SECONDED BY LARSON TO APPROVE THE JULY 19, 1995 MINUTES. MOTION CARRIED UNANIMOUSLY. III. SURFACE WATER USE DISCUSSION: Members discussed with the Scott County Sheriffs Department enforcement of the surface water ordinance so far this year. Bill Nevin reported that he requests time logs and patrol activity for Prior Lake each Monday from his officers. The number of citations for July was double the amount given in June. Pat Morgan mentioned that boaters on the lake don't take the law as serious while recreating as they do while driving on the road. Boaters also tend to give officers more flack when stopped for a violation while in the water than if they stopped in a car. The Sheriff s Department is purchasing a decibel meter in order to catch flagrant noise violators. There was discussion among the LAC and Sheriffs Department about making the public aware of current rules and regulations regarding lake use. The LAC would like to use the Wave Length and the Prior Lake American in getting out information which would help the Sheriffs Department in their patrol and regulation of the lake. Breitbach showed the group a copy of personal watercraft laws which she received from the DNR while boating in a northern lake in Minnesota. It is a waterproof sticker summarizing personal watercraft laws. The officers said that they do have that same sticker available to hand out, which they use, along with several other pieces of information. At the closing of the meeting it was agreed upon that the two groups would meet together again before the winter season to discuss ways both parties could help each other. IV. 1995 EURASIAN MILFOIL MANAGEMENT PLAN: Stroh mentioned that the follow-up diving inspection that Rick Warner arranged showed that this years treatment was very effective.
