MINUTES OF THE LAKE ADVISORY COMMITTEE
October 18, 1995
I. CALL TO ORDER: The Lake Advisory Committee meeting was called to order on
Wednesday, October 18, 1995 at 6:43 p.m. Members present were: Chair Jody Stroh,
Tom Kearney, Doug Larson and Tom Watkins. Others present were Water Resources
Coordinator Lani Leichty. Members absent were: Marianne Breitbach, Bill Packer, and
Rick Warner.
II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING: The first
item on the Agenda was to approve the Minutes of the meeting for September 20, 1995.

MOTION BY WATKINS, SECONDED BY KEARNEY TO APPROVE THE
SEPTEMBER 20,1995 MINUTES. MOTION CARRIED UNANIMOUSLY.
MANAGEMENT OF EURASIAN MILFOIL: The committee discussed the previous
nights meeting with Steve McComas concerning his experience in dealing with milfoil.
The committee agreed that a new approach to managing milfoil was in order. What was
learned from the talks with Mr. McComas was that the longer an area infested with
eurasian milfoil is kept undisturbed, the sooner that the milfoil will assimilate into the
rest of the plant community. This time frame is plus or minus 20 years for assimilation
to occur, depending on the lake's ecosystem. The committee agreed that continuing to
treat with herbicides, may not be the best long term solution, especially due to the
expense involved. A more economical/environmental approach to take would be
promote raking, handpulling and cutting by lake shore residents. Public education is the
key to getting this new approach permeated throughout the community. In formulating
plan to implement next Spring the following will be done initially: 1) get a proposal
from Steve McComas on preparing a newsletter for lakeshore residents, 2) obtain a cost
for making tools that can be used for harvesting milfoil, 3) approach the Prior Lake
Association about our ideas, 4) talk with the local rental store the possibility of renting
out these tools to the public.
Members from the watershed district will be invited to the November LAC meeting to
further discuss this revised approach to managing eurasian milfoil on Prior Lake.

IV. NOMINATION OF CHAIR AND VICE-CHAIR
Chair and Vice-Chair positions were nominated to serve on the LAC from October 1,
1995 to September 31,1996.
MOTION BY LARSON, SECONDED BY WATKINS TO ELECT STROH AS CHAIR
AND KEARNEY AS VICE-CHAIR. MOTION PASSED UNANIMOUSLY.
V. REVIEW BYLAWS OF THE LAKE ADVISORY COMMITTEE
No changes were recommended to be made to the LAC bylaws. It was agreed upon by
the committee to review the document by the Lake Review Committee - "A Guide for a
Balanced Future" in formulating the 1996 work plan.
VI. DISCUSSION OF THE PUBLIC ACCESS INFORMATIONAL MEETING:
Leichty mentioned that the next public informational meeting for public accesses is
scheduled for November 6, 1995. The accesses to be discussed are Flint Road and Lot
34 of Red Oaks. These are the last two accesses to be discussed from the nineteen
identified in the Lake Access Study. The only remaining work item in the Lake Access
Study is to hold a public informational hearing to present the LAC's recommendations
regarding Lakefront Park. Paul Hokeness, Parks Director, will be invited to the
December meeting to discuss this matter further.
VII. NEW BUSINESS
The December LAC meeting originally scheduled for December 20, 1995 was changed
to December 13, 1995.

MOTION BY KEARNEY, SECONDED BY WATKINS TO ADJOURN THE
MEETING AT 8:23 P.M. MOTION PASSED UNANIMOUSLY.
