MINUTES OF THE LAKE ADVISORY COMMITTEE
November 15, 1995
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order on Wednesday, November
15, 1995 at 6:35 p.m. Members present were: Chair Jody Stroh, Marianne Breitbach,
Tom Kearney, Doug Larson, Tom Watkins and Rick Warner. Others present were Water
Resources Coordinator Lani Leichty and Ken Conrad of the Prior Lake/ Spring Lake
Watershed District. Members absent were Bill Packer.

II.
CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING
The first item on the agenda was to approve the Minutes of the meeting for October 19,
1995.
MOTION BY KEARNEY, SECONDED BY WATKINS TO APPROVE THE
OCTOBER 18, 1995 MINUTES. MOTION CARRIED UNANIMOUSLY.
III. MANAGEMENT OF EURASIAN MILFOIL
The committee discussed Steve McComas' proposal for milfoil management projects
which would include having him write a newsletter, attend a public informational
meeting and hold a lakeside demonstration project. It was agreed upon that sending out
a newsletter in the spring to lakeshore residents would be the best way to reach the
masses with information. Approximately 1500 newsletters would need to be mailed out.
Additional information will be gathered to determine more accurate costs on printing
the newsletter, bulk rates for mailing, etc. This information will be brought to the
December meeting. Taping a video segment to play on the community access channel
about proper water quality management, proper lawn fertilizer use, etc. was also talked
about as a way to inform the public. Kearney received a quote of $50.00 for creating
milfoil rakes. He will obtain other quotes to see ifhe can find a more competitive price.

Larson proposed investigating the possibility of sending out a question survey to
lakeshore residents about top concerns they have concerning lake issues. Further
inquiry will be done on this for the next meeting.

IV. WINTER SURFACE WATER USE DISCUSSION
Discussion occurred as to whether or not a meeting needed to be set up with the Scott
County Sheriff s Department to discuss winter regulation/management of the lake. The
group felt that currently there were no pressing needs. Watkins agreed to call Sheriff
Bill Nevin to see if there was any concerns the Sheriffs Department had that the LAC
could help out with.
V. PREPARING THE 1996 WORK PLAN
The committee agreed to look further at the document "Water Resource Management - A
Guide for A Balanced Future" in preparing the 1996 Work Plan for the December
meeting. It was discussed and agreed upon to make high water levels and eurasian
milfoil the two main issues to concentrate on in 1996.
VI. PUBLIC ACCESS INFORMATIONAL MEETING
Leichty mentioned that the last public informational meeting for public accesses was
held on November 6, 1995. The accesses discussed were Flint Road and Lot 34 of Red
Oaks. Council approved the LAC's recommendations for these two accesses. The only
remaining work in the Lake Access Study is to present the Lakefront Park
recommendations at a public informational meeting which will be held as part of a
comprehensive study for this Lakefront Park. This meeting will be held after the first of
the year.

AT 8:08 P.M. MOTION CARRIED UNANIMOUSLY.
