MINUTES OF THE LAKE ADVISORY COMMITTEE
February 21, 1996
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order on Wednesday, February 21,
1996 at 6:40 p.m. Members present were: Chair Jody Stroh, Tom Kearney, Doug
Larson, Sally Schmidt, Rick Warner and Tom Watkins. Others present were Water
Resources Coordinator Lani Leichty. Members absent were Marianne Breitbach.

II.
CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING
The first item on the agenda was to approve the Minutes of the meeting for December
18, 1995.
MOTION BY WATKINS, SECONDED BY STROH TO APPROVE THE DECEMBER
18,1995 MINUTES. MOTION CARRIED UNANIMOUSLY.
III. MANAGEMENT OF EURASIAN MlLFOIL
The committee discussed the proposed mil foil budget for 1996 which needs to be
submitted to the watershed for approval. Discussion centered around when and how
many newsletters should be mailed out to lakeshore residents and what the article
content should center on. It was agreed that the main focus should be on our current
philosophy of milfoil treatment, what we've learned and where we're going in the future
in relation to milfoil management. Also, as part of the lake demonstration project, the
idea of video-taping the demonstration to show on the local cable channel was
suggested. Leichty will look further into this idea as far as any costs, timing, etc. that
may be associated with this. The following motions occurred as part of the discussions:

MOTION BY LARSON, SECONDED BY KEARNEY TO SUSPEND HERBICIDE
TREATMENT OF EURASIAN MILFOIL FOR THE ENTIRE LAKE OF PRIOR LAKE
AND TO RELY UPON ALTERNATIVE TREATMENT METHODS. MOTION PASSED
UNANIMOUSLY.
It was decided that the following items should be included in this years milfoil budget:
mailing of three newsletters, holding a lakeside demonstration project, purchase of ten
milfoil rakes and buying two Lake Smarts books for the Prior Lake library. Leichty will
invite Steve McComas to the March meeting to start finalizing the format of the first
newsletter.
Larson mentioned the possibility of using infra-red photos as a more accurate way of
mapping milfoil and better way of showing the density of milfoil around the lake.
Leichty will find out the costs associated with this to see if it would be an affordable,
more accurate method of mapping milfoil.
IV. 1996 GOALS AND OBJECTIVES
The 1996 Goals & Objectives were discussed and reviewed. No changes were
recommended by the members.
V. ANNUAL YEAR END REPORT
The LAC will meet with Council on March 18, 1996 prior to the council meeting to go
over the 1995 Year End Report, 1996 Goals & Objectives and discuss other pertinent
topics.
VI. EROSION CONTROL PROGRAM
No changes were recommended to the proposed erosion control program.
VII. PUBLIC EDUCATION
Leichty asked the members to think of articles related to water quality that they would
like to see placed in future issues ofthe Wavelength newsletter.
VIII. CAPITAL IMPROVEMENT PROJECTS
Leichty mentioned that the Bluff Heights Pond Excavation Project 96-12 was being bid
on February 23, 1996. This project will be funded through the storm water utility fee
collected from residents as part oftheir quarterly utility billing.
IX. NEW BUSINESS
Stroh mentioned that the watershed would like the LAC to have one of its members on
the Prior Lake/Spring Lake Advisory Committee and a member representing the LAC at
the watershed districts monthly meetings. Kearney volunteered to join the watershed's
advisory committee as the LAC's representative.
X. ADJOURNMENT
MOTION BY WATKINS, SECONDED BY KEARNEY TO ADJOURN THE MEETING
AT 8:40 P.M., MOTION PASSED UNANIMOUSLY.
