CALL TO ORDER The Lake Advisory Committee meeting was called to order on Wednesday, March 20, 1996 at 6:39 p.m. Members present were: Chair Jody Stroh, Marianne Breitbach, Tom Kearney, Doug Larson and Sally Schmidt. Others present were Water Resources Coordinator Lani Leichty and Steve McComas of Blue Water Science. Members absent were Rick Warner and Tom Watkins. II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING -- The first item on the agenda was to approve the Minutes ofthe meeting for February 21, 1996. MOTION BY KEARNEY, SECONDED BY LARSON TO APPROVE THE FEBRUARY 21, 1996 MINUTES. MOTION CARRIED UNANIMOUSLY. III. MANAGEMENT OF EURASIAN MlLFOIL Most of the evening was spent discussing the milfoil management plan and associated activities with this plan. A date and time were set for the Lakeside Demonstration Project. It will be held on Saturday, June 22, 1996 from 10:00 a.m. to 11:00 a.m. on the beach at Lakefront Park. Steve McComas will be at this demonstration to answer any questions from the public about lake maintenance, aquatic weed control, etc. It was mentioned that samples of milfoil should be made available so the public can see first hand what the weed looks like. Stroh mentioned that she had contacted Chip Welling ofthe DNR. Welling mentioned that Prior Lake would be getting state funds this year for treatment of milfoil and that this money could be used for educational purposes only. -- Leichty asked the committee if they were interested in pursuing mapping of milfoil through aerial photography delineation. McComas mentioned that one way of getting a better handle on milfoil density and current lake conditions would be to take soil samples of lake sediments at various locations. Also, establishing transects within a study area and counting plants within a quadrat, with soils being analyzed, is a good way to obtain quantitative data. The next issue related to the milfoil management plan was deciding article content for the spring newsletter. Members decided that two newsletters would be enough, one in the spring and one in the fall. Topics for the spring issue were suggested, they are: an explanation of DNR's maximum 15% littoral area treatment, milfoil rake rental at the local rental store, "Lake Smarts" book availability at the library, announcement of the lakeside demonstration project, proper lawn fertilizer management, DNR's policy on using state funds to treat public benefited lake areas only. An outline suggested for the main topic was: 1) Where we've come from!, 2) What we've learned!, and 3) Where we're going! McComas will put together a prototype of the spring newsletter. This prototype will be mailed to the members so that they can have time to review it before the April meeting. IV. 1997 - 2001 CAPITAL IMPROVEMENT PROGRAM Members discussed the 1997-2001 Capital Improvement Program and the projects to scheduled to be constructed as part of this program. No change in projects or priorities were recommended to be made. V. NEW BUSINESS Leichty passed out a memo about an upcoming pilot study of wetlands in the Credit River Watershed. The program, sponsored by the Minnesota Audubon Council and Minnesota Pollution Control Agency, is looking for volunteers to participate. Several LAC members indicated an interest. Stroh mentioned that she will reschedule the meeting with Pete Beckius of Scott Soil and Water Conservation District to a time in May to avoid conflicting schedules. VI.
