MINUTES OF THE LAKE ADVISORY COMMITTEE
April 17, 1996
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order on Wednesday, April 17,
1996 at 6:45 p.m. Members present: Chair Jody Stroh, Marianne Breitbach, Tom
Kearney, Sally Schmidt, Rick Warner and Tom Watkins.. Others present were Water
Resources Coordinator Lani Leichty. Citizens who arrived at 7:30 were Dick
Kuykendall, Joe Cade and Jim Mason. Members absent: Doug Larson.
II.
CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING

The first item on the agenda was to approve the Minutes of the meeting for March 20,
1996.
MOTION BY KEARNEY, SECONDED BY STROH TO APPROVE THE MARCH 20,
1996 MINUTES. MOTION CARRIED UNANIMOUSLY.
m. MANAGEMENT OF EURASIAN MILFOIL
The draft of the Spring newsletter was discussed and reviewed for corrections.
Rewriting of several sentences was suggested for clarification of some articles. It was
also suggested that it should be made clear in the newsletter that residents and private
associations can still obtain permits from the DNR to treat milfoil with herbicides.
Leichty will compile all changes and corrections to the newsletter and send them to
Steve McComas. Once Steve finishes the next version of the newsletter, members will
be mailed a copy to proof read again, before the final version is made.
Leichty also mentioned that he talked to Chip Welling of the DNR. Mr. Welling said
during this conversation that money available to Prior Lake for milfoil treatment would
not be obtainable for educational purposes, but for control and treatment only. This was
somewhat different from what he had earlier mentioned to Stroh.
The first issue of the newsletter will be mailed out sometime in late Mayor early June.
An additional meeting, prior to or after the May 15th meeting, may be necessary in order
to execute the mailing.

IV. SURFACE WATER ORDINANCE REGULATIONS
Leichty will invite a representative from the Scott County Sheriff s office to attend the
May Lake Advisory Meeting. Topics to be discussed will be enforcement of the surface
water ordinance.
V. NEW BUSINESS
Three citizens who live near Kneafsey's Cove arrived at 7:30 p.m. to discuss concerns
about the discontinued use of herbicides in treating nuisance weeds on Prior Lake. There
was a misunderstanding amongst the citizens in thinking that the new policy of the LAC
was to bar the use of herbicides. After discussion ofthis whole issue it became clear that
the LAC was not in the position of barring the use of herbicides for weed control, but
that we were discouraging the use of herbicides for whole lake treatment.
VI. ADJOURNMENT
The meeting adjourned at approximately 8:30 p.m.
