MINUTES OF THE LAKE ADVISORY COMMITTEE
July 17, 1996
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order on Wednesday, July 17,
1996 at 6:40 p.m. Members present: Chair Jody Stroh, Marianne Breitbach, Doug
Larson, and Rick Warner. Others present were Water Resources Coordinator Lani
Leichty and Dave Moran of the Prior Lake - Spring Lake Watershed District. Members
absent: Tom Kearney and Sally Schmidt.

II.
CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING
The first item on the agenda was to approve the Minutes of the meeting for June 19,
1996.
MOTION BY LARSON, SECONDED BY WARNER TO APPROVE THE JUNE 19,
1996 MINUTES. MOTION CARRIED UNANIMOUSLY.
m. MANAGEMENT OF EURASIAN MILFOIL
The Joint Powers Agreement (JPA) with the watershed district was discussed in detail
with Dave Moran, Prior Lake/Spring Lake Watershed president. The JP A has not yet
been approved by the city council. Moran stated that he felt it was good procedure to
have a JP A between two governmental units, especially when the transfer of money was
involved. Moran thought the following two reasons were why the City Council didn't
like the JP A: 1) the title of the document, and 2) some of the language in the document.
Discussion occurred as to where to go from here with the JP A. The LAC agreed that
they should meet with the Council and try to come to some understanding on this whole
issue. In the mean time the Watershed should hold tight until the LAC receives further
direction from Council. Moran stated that he would recommend to the Watershed Board
that all LAC expenses occurred to date regarding managing milfoil be paid for.

Leichty showed the members the mapping of the 1996 milfoil infestation areas. Two
areas in specific were pointed out that were quite different from the 1995 map: 1)
milfoil was found in prominence along the north shore of Lower Prior between Sand
Point and Kopp's Bay, and 2) milfoil was located in abundance in Upper Prior. Overall,
in areas of Lower Prior that have had milfoil for several years, it appears that it has

reached it's saturation point. The mapping shows that milfoil has not increased in
density and may be leveling off in areas that have had dense stands in the past.
IV. PUBLIC EDUCATION
This item was briefly mentioned and will be discussed further at the August meeting.
VI. NEW BUSINESS
Breitbach mentioned that she will postpone inviting a water resources representative
from her company to talk to the committee about channel diversion until a later time.
VII. ADJOURNMENT
The meeting adjourned at approximately 8: 10 p.m.

August 21, 1996
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order on Wednesday, August 21,
1996 at 6:35 p.m. Members present: Chair Jody Stroh, Marianne Breitbach, Doug
Larson, Sally Schmidt and Rick Warner. Others present were Water Resources
Coordinator Lani Leichty. Members absent: John Blatzheim and Tom Kearney.
II. CONSIDER APPROVAL OF MINUTES OF PREVIOUS MEETING
The first item on the agenda was to approve the Minutes of the meeting for July 17,
1996.
MOTION BY WARNER, SECONDED BY BREITBACH TO APPROVE THE JULY
17,1996MINUTES. MOTIONCARRIED UNANIMOUSLY.
m. LAC GOALS AND OBJECTIVES
The committee discussed the proposed Joint Powers Agreement (JPA) by the Watershed
District and the future direction of the Lake Advisory Committee. The LAC's position
on the JP A is that it is a good idea to have a formal agreement in writing between the
Watershed and the City that spells out clearly the duties and functions of each party
involved. Also, the LAC was in the position that the proposed JP A does not give the City
any additional responsibilities that it would not or has not already assumed.
The future direction of the LAC was discussed next. The report entitled "Water
Resource Management - A Guide For A Balanced Future" was reviewed. It was
discovered that most, if not all, of the recommendations in this document have either
been completed by the Lake Advisory Committee over the past several years or that
legislation has changed that renders these recommendations purposeless. Three
alternatives were proposed for the Lake Advisory Committee as follows: 1)
Decommission the committee; 2) Serve as an ad hoc committee for the council meeting
only as needed; 3) Produce a new set of issues to be examined by the committee in the
future. The recommendation to council by the committee would be alternative #3.

Some of the recommended issues to be looked at if alternative #3 were chosen are: 1)
Review the Surface Water Ordinance; 2) Look at noise problems on the lake; 3) Review
lake use activities and watercraft trends; 4) Review uses of non-vacated accesses; 5)
Review ordinances for natural environment lakes; 6) Public education of water quality,
lake issues, etc.
IV.
PUBLIC EDUCATION
This item was briefly mentioned and was tabled until the September meeting.
VI. NEW BUSINESS
Appointment of Chair and Vice-Chair positions will occur at the September meeting.
VII. ADJOURNMENT
The meeting adjourned at approximately 7:55 p.m.
