MINUTES OF THE LAKE ADVISORY COMMITTEE
April 16, 1997
I. CALL TO ORDER
The Lake Advisory Committee meeting was called to order by chair Stroh on Wednesday,
April 16, 1997 at 6:35 p.m. Members present:, Marianne Breitbach, Kate Haggerty, Tom
Kearney, Jody Stroh, Paul Trapp and Rick Warner. Others present were Water Resources
Coordinator Lani Leichty, Planning Coordinator Jane Kansier and Steve Erickson.
Members absent: Doug Larson.
II. CONSIDER APPROVAL OF MINUTES OF MEETING
The first item on the agenda was to approve the Minutes of the meeting for March 19,
1997.
MOTION BY KEARNEY, SECONDED BY WARNER TO APPROVE THE MARCH 19,
1997 MEETING MINUTES. MOTION PASSED UNANIMOUSLY.
III. ORDINANCE RECOMMENDATIONS
Jane Kansier, Planning Coordinator, was present at the meeting to help review with the
committee concerns and issues related to existing ordinances regarding shorelands, lakes
and wetlands. After much discussion it was decided that the current shoreland regulations
pertaining to general development lakes were adequate. There was discussion on the
proposed setback change from 75 ft. to 50 ft. from the ordinary high water level. The
committee's attitude was that this change would have an overall negative impact to the
lake regarding water quality and aesthetics.
MOTION BY HAGGERTY, SECONDED BY TRAPP TO RECOMMEND TO THE
PLANNING COMMISSION THAT THE STRUCTURE SETBACK FOR GENERAL
DEVELOPMENT LAKES BE KEPT AT THE EXISTING 75 FEET. MOTION PASSED
WITH 5 AYES AND 1 NAY.
At the next meeting the committee will review Burnsville's wetland ordinance to see if it
or something similar to it would be beneficial to Prior Lake.
IV. 1997 MILFOIL TREATMENT
The next item of business was to determine what areas on Prior Lake should be treated for
milfoil with DNR grant money in 1997. There is $1,822.00 in grant money from the DNR
for milfoil control on Lower Prior Lake, enough for approximately 6 acres of treatment.

Leichty submitted a list of proposed areas for 1997 treatment in priority with the
committees ranking. After discussing each area the following will be used as the 1997
treatment areas, unless mapping shows that some areas should be reduced, enlarged or
deleted from the treatment program.

MOTION BY WARNER, SECONDED BY BREITBACH TO APPROVE THE PROPOSED
AREAS FOR 1997 MILFOIL TREATMENT. MOTION PASSED UNANIMOUSLY.
Kearney suggested that Sand Point Park be added along side of item #9, Lakefront Park,
on the criteria list as determined by the committee at the march meeting.
The 1997 milfoil budget was discussed next. Leichty submitted a proposed budget. It was
decided that the lake demonstration project should be taped and shown on the cable access
channel for public viewing. The total cost for the 1997 milfoil management budget to be
submitted to the watershed, including $165.00 contingencies, is $1,500.00.
MOTION BY TRAPP, SECONDED BY WARNER TO APPROVE THE PROPOSED 1997
MILFOIL BUDGET. MOTION PASSED UNANIMOUSLY.
V. SHADY BEACH SPORTMAN'S ACCESS
The next item of business was the Shady Beach Sportman's access. Before making a
recommendation to the City Council on what to do about this access the committee
decided that it would like to view this access at its' next meeting.
V. NEW BUSINESS
Leichty passed out an update on the latest versions of two bills in the legislature related to
personal water craft (PWC) ordinance changes.
VI. ADJOURNMENT
MOTION BY WARNER, SECONDED BY KEARNEY TO ADJOURN THE MEETING AT
9:00 P.M., MOTION PASSED UNANIMOUSLY.
